DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.
RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
INTRODUCTION: The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its requirement to procure production-representative, flight-certified hardware to transition the AN/ALE-47 Common Carriage (CC) Countermeasures Dispensing System from the Engineering and Manufacturing Development (EMD) phase into rate production. This modernization program replaces the legacy AN/ALE-47 round-magazine dispenser system with a modernized, square-magazine architecture.
This allows the Navy to deploy standard 1"x1"x8" square expendable countermeasures, expanding aircraft magazine capacity from 30 to 48 rounds and aligning joint logistics with the USAF, US Army, and F-35 platforms. The contract will cover the manufacture, testing, and delivery of the following Weapon Replaceable Assemblies (WRAs) and associated Support Equipment: SA-2669A/ALE-47(V) Common Carriage Sequencer: Modernized electronic control unit with upgraded processing, firmware loading capabilities, and increased memory to support the legacy dispenser, as well as next-generation intelligent expendables.
D-74/ALE-47(V) Common Carriage Dispenser Housing Assembly: Ruggedized mechanical housing that mounts to the aircraft structure to secure the magazine assembly. MX-12772/ALE-47(V) Common Carriage Magazine Assembly: Upgraded high-capacity magazine capable of holding 48 individual 1"x1"x8" square expendable cartridges (a 60% capacity increase over legacy systems). AN/ALM-300 Support Equipment: Next-generation Organizational-Level (O-Level) flight line test sets.
The estimated contract value will be $104,000,000.00 across United States Navy and Marine Corps. The proposed class of contracting actions will procure an estimated range of 114 - 186 shipsets per year for Fiscal Year (FY)28 through FY30 to satisfy the requirement. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL.
It is a market research tool being used to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY: The Product/Service Code (PSC) for this requirement is 5865: Electronic Countermeasures, Counter-countermeasures and Quick Reaction Capability Equipment.
All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE: This contract is planned to contain a three (3) year ordering period to satisfy requirements for FY28 through FY30. The anticipated award date is May 2028.
The Government anticipates end item deliveries will commence as early as 12 months after each contract delivery order award. Initial production is anticipated to be an estimated 10 shipsets per month. ANTICIPATED CONTRACT TYPE: The contract type for this effort is anticipated to be a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract.
PROGRAM BACKGROUND: The legacy countermeasure dispensing systems across the Navy fleet are limited by 1980s computer processing architectures and a proprietary round-magazine design with a capacity of 30 expendables. The Common Carriage (CC) program modernizes this critical survivability suite. By upgrading to square expendable geometry, the Navy streamlines its global supply chain with joint partners and paves the way for advanced, intelligent expendables (e.g., active radio-frequency expendables).
Additionally, the system increases the capacity from 30 expendables to 48 expendables. The system also modernizes sequencing, upgrading the processing power and communication datalinks. This program is transitioning out of Engineering and Manufacturing Development (EMD) and entering production to outfit fleet deployers.
REQUIRED CAPABILITIES: Interested sources must demonstrate qualified capability, active facilities, and certified quality controls (such as AS9100) to execute: Flight-Critical Electronic WRA Assembly & Quality Control: Demonstrated capability to manufacture, assemble, and test flight-critical electronic systems and Circuit Card Assemblies (CCAs) in accordance with a certified aerospace quality management system (AS9100 or equivalent).
The vendor must demonstrate experience producing high-reliability avionics designed to withstand severe thermal, shock, and vibration operational environments. Precision Mechanical & Structural Castings: Production of thin-walled aluminum castings (D-74 Housing) and machined blocks (MX-12772 Magazine) to withstand maritime environments and carrier-landing shock. Production Environmental Stress Screening (ESS) & ATP: Execution of 100% throughput of Acceptance Test Procedures (ATP) and ESS (Random Vibration and Thermal burn-in/cycling) to isolate manufacturing defects.
Firmware/Software Loading and Configuration Control: Secure loading, verification, and configuration management of Government-provided Operational Flight Programs (OFP) onto the non-volatile memory of the SA-2669A Sequencer. Supply Chain & Long-Lead Time Management: A demonstrated capability to manage and mitigate long-lead time material procurement for critical microelectronic components, with a supply chain structure that can support a 12-month post-award initial delivery schedule Counterfeit Part Prevention and Material Traceability: A documented and verifiable counterfeit part prevention and detection system compliant with DFARS 252.246.7007 and 7
