Description

The U.S. Coast Guard is looking for sources which would be interested in performing In Service Vehicle Sustainment (ISVS) and planned maintenance repairs for Coast Guard Cutter (CGC) HEALY. The performance period for the first period of this upcoming requirement is tentatively projected to be 1 November 2027 – 30 April 2028; second period 1 November 2028 – 30 April 2029; third period 1 November 2029 – 30 April 2030; fourth period 1 November 2030 – 30 April 2031.

It is anticipated that requests for proposals would tentatively be issued around 2 April 2027 and the contract would be awarded around 15 October 2027. Coast Guard Cutter HEALY is a medium polar icebreaker, homeported in Seattle, WA. The vessel is about 420 feet long with an 82-foot beam.

The Coast Guard intends to award a multiple or single award multi-year IDIQ contract to include recurring maintenance and possible non-recurring maintenance (engineering changes in development) onboard CGC Healy, with the desire to complete all maintenance under the same contract; this includes maintenance requiring a drydock availability and maintenance that can be accomplished pier side.

The Coast Guard anticipates one dry dock availability every three years, and one dockside availability each year in between. The Coast Guard requests industry input on the viability of such a contract. Companies which would be interested in submitting a proposal for this requirement should reply to this sources sought notice noting their business size/status such as large business, small business, HUBZone, Service-Disabled Veteran-owned, Women Owned Small Business etc.….

Further if there are no past performance evaluations on file in the Past Performance Information System Retrieval database, contractors should provide a couple past performance references including the following information: contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Also please provide your company input on meeting this requirement through a multiple or single award multi-year IDIQ contract, to include recurring maintenance and possible non-recurring maintenance (engineering changes in development) onboard CGC Healy, with the desire to complete all maintenance under the same contract; this includes maintenance requiring a drydock availability and maintenance that can be accomplished pier side.

The Coast Guard anticipates one dry dock availability every three years, and one dockside availability each year in between. Replies should be sent by 29 October 2026, 2:30 pm Pacific Time to: Andrew Jacobs, Contracting Officer at [email protected] and LCDR Ryan T Ostrander at [email protected]. Shortly after receiving responses the Coast Guard will determine if this requirement will be set aside or unrestricted.

After the determination a request for proposal will be posted on www.sam.gov. The NAICS Code is 336611. The small business size standard is less than 1300 employees.
