REQUIRED CAPABILITIES: In response to this SSN, Vendors must describe their knowledge and experience to address the following capabilities. All of the required capabilities are critical elements of this requirement. 1.
Describe your company’s knowledge and experience in designing and applying intuitive, user-centric design and user-experience methods to mission applications in high-stress tactical and disconnected, disrupted, intermittent, and limited (DDIL) environments Please provide examples of: Requirements gathering, such as eliciting, validating, and prioritizing user requirements through user-story sessions, tabletop exercises, stakeholder engagements, and one-on-one interviews.
Experience engaging with users in Combatant commands (CCMDs), DoW, or joint exercises to obtain user feedback to incorporate into final product-design and development decisions. 2. Describe your company’s knowledge and experience supporting EMS mission analysis workflow optimization across core functional areas, including frequency assignment and allocation, spectrum certification, host-nation coordination, electromagnetic interference (EMI) resolution, Joint Communications-Electronics Operating Instructions (JCEOI), and Joint Restricted Frequency List (JFRL) management.
Please provide specific examples of: Working with Government stakeholders and development teams to reverse engineer, document, and track current and past workflow processes. Identifying or implementing automation, process-improvement, and operational-efficiency opportunities within EMS mission systems. 3.
Describe your company’s experience evaluating and integrating non-proprietary, peer-reviewed physics-based modeling and simulation (M&S) models into cloud and edge environments. Please provide examples of: Assessing model maturity, interoperability, performance, and supportability Developing technical requirements, application programming interfaces, and interface control documents Rendering model outputs within geospatial interfaces Testing model performance in DDIL environments on Joint Operational Edge (JOE) nodes.
4. Describe your company’s experience integrating electromagnetic spectrum capabilities with Joint Command-and-Control and Joint Tactical Fires systems. Please provide examples of: Developing spectrum-data exchange requirements, architectures, standardized data formats, interfaces, and protocols.
Resolving interoperability issues and designing resilient edge capabilities for DDIL environments, including store-and-forward synchronization, reliable data synchronization, and bandwidth optimization. Integrating EMS functions into JOE platforms. 5.
Describe your company’s knowledge and experience preparing large structure, semi-structured, and unstructured datasets - including high-volume PDFs – for migration, reuse, and integration into an enterprise EMS data environment. Please provide specific examples of: Applying large language models (LLMs), machine learning (ML), or comparable automated techniques to identify, extract, cleanse, validate, and remediate legacy data.
Developing data-remediation rules, workflows, quality-acceptance criteria, and automated processes. Mapping legacy data structures and formats to a unified EMS data standard. SPECIAL REQUIREMENTS: Vendors must have a Secret facility clearance.
