The Solicitation Module may be used, but is not required, for (A) Requests for offers or quotes when limiting competition to a single source; (B) Actions using simplified acquisition procedures; (C) Actions using emergency acquisition flexibilities; or (D) Actions to be awarded outside the United States.
The Solicitation Module may not be used for the following types of actions until the capability is developed in the Module: (A) Broad agency announcements; (B) Requests for offers or quotes for task orders or delivery orders under indefinite-delivery type contracts, blanket purchase agreements, or basic ordering agreements.
