Description
The Government intends to award a firm-fixed-price contract to Cornet Technology, Inc. as a sole-source (other than full and open competition) Basic Ordering Agreement (BOA) task order. This requirement is for the organic Lead Systems Integrator (oLSI) for the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) operating under a product-based business model whereby NAWCAD WOLF civilians lead and manage the execution of the requirements with combined Government-Industry teams.
Using this oLSI approach, the Government maintains control of intellectual property and data rights, enabling WOLF to rapidly adapt solutions to the dynamic needs of the warfighter. This requirement is for integration and installation, testing, site support, hardware and software maintenance, training, and hardware for the Tactical Voice Conferencing System (TVCS) OMNI system. The TVCS OMNI system, a replacement to the TVCS mid-range (MR) end-of-life system, is a Marine Corps Risk Management Framework (RMF) accredited communications, conferencing, and interconnect solution that provides radio and telephone conferencing functionality.
The TVCS OMNI system fulfills a vital role in Command, Control, Communications, Military Air Management Control, and Mission Control. The function and purpose of the TVCS OMNI system is to provide Marine Corps Range Operators with secure and non-secure sea, air, and ground communications as well as the ability to communicate across networks with both secure and non-secure radios and telephones with carrier-class reliability.
This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 3204(a) (1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this effort is solely within the discretion of the Government.
Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract, or to be responsible for any monies expended by any interested parties before award of a contract for the effort described above. This notice of intent is neither a request for proposal nor a solicitation of offers. This synopsis is provided for information purposes only.
A determination not to compete this requirement is solely within the discretion of the United States Government. For subcontracting opportunities, please visit Cornets website at:cornet.com/
