All interested parties may submit company and product literature, a capability statement no longer than 10 [JM1] [MA2] pages, and/or other pertinent information.

Cover Sheet, Company Profile, and List of Abbreviations and Acronyms are exempt from the page limit. A detailed proposal is not requested. Responses should indicate sufficient detail for assessment of potential design architecture, strategies and company interest; submissions should be organized as follows:

  1. Cover Sheet: Sources Sought number, company name, company address, technical point of contact with the individual’s name, title, email address, telephone number, and date
  2. General response information: Are you a Small Business in accordance with Federal Acquisition Regulations and the identified North American Industry Classification System (NAICS)? If yes, please indicate your designations (i.e.

HUBZone, Veteran Owned, Woman Owned, etc.) Please see attached draft statement of work (SOW) for overview of requirements. Responses should, at a minimum, address the following questions: Describe your experience in providing overhaul to relevant top-side radar systems as identified in the SOW. Briefly describe your experience with parts management and inventory control.

Include how you ensure parts are protected from pilfering and from being damaged during assembly and shipping. Briefly describe your experience with repairing items identified during post blasting as repairable not beyond economical repair (BER). Also explain your experience in manufacturing parts to replace BER components.

Even though the SOW requires the Government to be informed of any process or part changes, your suppliers may change processes without notifying you. What testing and/or monitoring would you perform to ensure products delivered to the Government continue to meet specified requirements throughout contract execution? Can you meet all requirements contained in the SOW through your own company and/or the use of suppliers/subcontractors/teaming partners?

How would suppliers/subcontractors/teaming partners be used? Due to the size of these radars the Government would be providing, do you have the necessary facility/warehousing capabilities? Please specifically address the hook height, paint facilities, square footage and facility location.

If you identify an issue, how would you propose to mitigate it? Specify whether your facility currently holds Society for Protective Coatings (SSPC) Quality Procedure-1 (QP-1) or QP-3 qualifications and confirm full capability to comply with NAVSEA Naval Ships’ Technical Manual (NSTM) Chapter 631, Section 11, and NAVSEA Standard Item 009-32. If your organization lacks these internal qualifications, would you outsource?

How do would you mitigate risks to the delivery schedule and manage asset transportation to and from sub-tier vendors? Please describe your organization’s methodology and system for tracking, managing and reporting on Government Furnished Equipment (GFE). Describe your organization's experience in transporting systems of similar size and scope, including your overall strategy for mitigating transit risks to the assets.

If your approach involves outsourcing transportation to a third party, detail how your organization will manage the subcontractor to prevent schedule delays and maintain asset security. Cybersecurity Maturity Model Certification (CMMC) for this contract is Level 2 (Self) Certification. Is your company’s quality program certified to ISO 9001-2015?

If your quality program is not ISO certified, does your quality system meet the following requirements: monitor and control critical processes, continuously improving processes, establish mechanisms for performance feedback and maintain an effective root cause analysis and corrective action system? Review the draft SOW. Identify any requirements which add risk or unnecessary cost to the effort.
