Description
The purpose of this amendment is to revise the solicitation requirements, update the Performance Work Statement (PWS), incorporate basis of award, and publish the Government responses to questions submitted by prospective offerors. Except as provided herein, all other terms and conditions of the solicitation remain unchanged and in full force and effect. SUMMARY OF KEY CHANGES

- REVISIONS TO THE PERFORMANCE WORK STATEMENT (PWS) * To address potential offeror inquires, the Performance Work Statement (PWS) is hereby revised and replaced in its entirety with the Performance Work Statement dated September 18, 2026.
- ADDITION OF FAR 52.212-2 -- EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES * Establishes price is the basis for award.

Under this notice, the United States Army Corps of Engineers - Chicago District is issuing a Request for Quotation (RFQ) for human factors safety analytics psych health program evaluation and workforce data correlation services to evaluate training audit programs and identify trends risk factors and cost savings. GOVERNMENT REQUIREMENTS: In this acquisition The Government is seeking vendors for human factors safety analytics psych health program evaluation and workforce data correlation services to evaluate training audit programs and identify trends risk factors and cost savings.
In order to submit a quote, your firm must register with sam.gov, as a pre-requirement to do business with the federal government and prior to registering with the DoD Procurement Integrated Enterprise Environment (PIEE)system. Your firm must register with PIEE in order to access the solicitation and must submit quote responses in PIEE. Use the PIEE System Registration link:- piee.eb.mil, and follow the instructions on their website.
Contact the PIEE helpdesk if you have any issues. The only authorized transmission method for quote responses to this request for quote is electronically via PIEE online submission. No other transmission methods (email, facsimile, regular mail, hand carried, etc.) WILL BE ACCEPTED.
