Description
Notice of VISN-Based Solicitation Structure Since release of the prior draft solicitation, the Department of Veterans Affairs (VA) has refined the acquisition strategy for Real Estate Acquisition Support Services to align with the Veterans Health Administration s (VHA) evolving regional operating model. This revised approach supports VA s broader Restructure for Impact and Sustainability Effort (RISE), an organizational transformation directed by Executive Order 14210.
RISE is intended to streamline VHA structures and processes, strengthen regional implementation and accountability, and support more consistent, coordinated, and responsive services for Veterans. Accordingly, VA has transitioned from a single nationwide contractor-pool approach to a multiple-award IDIQ structure organized by Veterans Integrated Service Network (VISN) Coverage Area.
Benefits of the VISN-based approach include: Allowing qualified SDVOSB offerors to compete for one or more VISN Coverage Areas rather than requiring a nationwide proposal; Enabling offerors to focus proposals on geographic areas where they can demonstrate staffing, local-market resources, capacity, and lawful authority to operate; Supporting focused competition and VISN-specific commission pricing; Improving alignment between broker support, VA regional lease-acquisition operations, and local-market requirements; Strengthening accountability for contractor capacity, performance, quality control, and continuity of services within each VISN Coverage Area; and Supporting VA s broader effort to simplify operations, improve consistency, and enable more effective implementation at the regional and local levels.
VA considered feedback received during the draft-solicitation/RFI phase. However, because the solicitation has been materially revised since the draft-solicitation/RFI phase, VA is not posting the historical draft-stage questions and Government responses. Those historical responses may not reflect the requirements, proposal instructions, evaluation approach, or procedures in the final solicitation.
The final solicitation, its attachments, and any written amendments issued by the Contracting Officer are the only authoritative sources for solicitation requirements. Offerors shall submit questions concerning the final solicitation in accordance with the solicitation s instructions.
