IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. Background PAE(A) is establishing an enterprise-wide acquisition solution to consolidate software and sustainment efforts across multiple aviation platforms, including the CH-53K, CH-53E, MH-53E, MH-60R, MH-60S, SH-60B, SH-60F, HH-60H, and Presidential helicopter fleets.
The objective is to merge legacy contracts into a single vehicle to secure economies of scale, eliminate duplicative management overhead, and ensure continuous global fleet readiness. Required Capabilities The scope of this effort includes sustaining engineering, program management, logistics, flight test support, training, repairs, reliability improvements, configuration and obsolescence management, system and subsystem software development, and deployed field services.
This is a comprehensive requirement to sustain the safety, airworthiness, and operational availability of these critical assets. In order to perform these tasks, respondents must have the following capabilities for the platforms listed above: Demonstrated knowledge of sustaining engineering to include Non-Recurring Engineering (NRE), design, and fleet support for aircraft hardware and software.
This includes conducting Engineering Investigations (EIs), managing system interfaces, performing technical analysis, supporting Engineering Change Proposals (ECPs), and managing configuration for CH-53, H-60, and Presidential helicopter platforms. Demonstrated knowledge of software and diagnostics sustainment including full software lifecycle support, including development, deficiency correction, and sustainment for operational flight programs, mission software, and diagnostics applications.
Demonstrate experience with laboratory support and managing software requirements, design, qualification, and integration testing. Demonstrated knowledge of logistics support including capability in Product Support Analysis (PSA), including Level of Repair Analysis (LORA) and Maintenance Task Analysis (MTA). Detailed experience with managing Diminishing Manufacturing Sources and Material Shortages (DMSMS), developing and updating Interactive Electronic Technical Manuals (IETMs), and providing provisioning data (DCNs, EDFP).
Demonstrated knowledge of system integration and test including test and evaluation support during all phases of hardware and software integration. Describe experience with developing test plans, supporting ground and flight tests, and managing Systems Integration Lab (SIL) environments. Demonstrated knowledge of program management including approach to disciplined systems engineering and program management to support the entire scope of work, including management of subcontractors and complex, multi-platform requirements.
Demonstrated knowledge in modifications and installation including detailed experience with kit fabrication, prototype development, and the installation of modifications on aircraft and training devices. Demonstrated knowledge in comprehensive lifecycle support for Foreign and Domestic rotary wing aircraft, including the ability to embed Logistics Support Representatives (LSRs) who can deliver on-site logistics and supply chain management, utilization of Technical Service Representatives (TSRs) to assist with life-limited components, special inspections, and incorporation of modifications, and deployment of Field Service Representatives (FSRs) to provide advanced technical assistance, resolving complex maintenance anomalies and acting as a technical liaison for engineering data and technical deficiency reporting.
