Project Description The Millvale LPP was constructed by U.S. Army Corps of Engineers (USACE) in 1980 under the authority of Section 205 of the Flood Control Act of 1948 as amended. The project consists of about 6,200 feet of channel improvement including concrete gravity retaining walls, concrete wall supports, anchored concrete toe blocks, concrete cap walls, stone-filled gabion mattresses, flap gates and access ramps.
The LPP is an urban Flood Control Work (FCW), and it is not a multipurpose project. Heavy rains from 1-12 April 2024 caused flooding which damaged the Project within Girty’s Run, including bank erosion, shoaling, erosion of the improved channel, ruptured gabion baskets, washed-out concrete buttresses, and erosion of grouted riprap. Of particular concern are the washed-out buttresses which have migrated to the center of the improved channel, impeding streamflow.
If the buttresses are not removed and stream bank improvements continue to deteriorate, there is a risk that debris will continue to accumulate and could ultimately damage the channel downstream of the impediment. To address these damages, Allegheny County requested rehabilitation assistance from USACE through the PL 84-99 program, which authorizes USACE to rehabilitate eligible Federal and non-Federal LPPs damaged or destroyed by floods.
An agreement was signed on 6 August 2025 between the Borough of Millvale and USACE to complete the necessary repairs. Some of the major features of work are, but not limited to: Temporary Stream Diversion, Dewatering, and Environmental Controls Stream Flow Control: Design, furnish, operate, maintain, and remove a temporary stream diversion and bypass pumping system to perform all channel bottom and bank work in a dry, dewatered state.
Effluent Filtration: Discharge from pumping systems must pass through approved sediment and debris control filtration before re-entering Girty's Run. E&S Controls: Install, inspect, and maintain erosion and sediment controls compliant with PADEP Publication 363-2134-008. The project is located along Girty’s Run and Boomer Run between Station 68+00 and Station 73+80, Allegheny County, Pennsylvania.
The work is to be completed within 365 calendar days after written Notice to Proceed (NTP). The Anticipated Construction Cost is between $300,000.00 and $350,000.00. The contractor is responsible for all project submittals, including a Quality Control Plan, Accident Prevention Plan, and various shop drawings and product data for government approval.
Special Notice: Safety and Qualification Requirements Safety Compliance (EM 385-1-1): Offerors are advised that all work on this project must strictly comply with the latest edition of the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1) (Link: publications.usace.army.mil/Por...).

The SSHO may also serve as the Quality Control System Manager (QCSM) but is strictly prohibited from serving as the project Superintendent.
