Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an order to General Atomics (GA), San Diego, CA, under an existing Basic Ordering Agreement (BOA), N00019-26-G-1008 for the implementation of multiple Electromagnetic Aircraft Launch System (EMALS)/ Advanced Arresting Gear (AAG) Engineering Change Proposals (ECPs) including kit production and delivery of shipsets for CVN-78 and CVN-79.
This effort entails all necessary tasks to procure, test, and integrate EMALS and AAG components required for installation on CVN 78 and CVN 79. This is not a request for competitive proposals. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.
As the sole designer, developer, and manufacturer of EMALS and AAG, GA is the only responsible source with the technical expertise, technical data, and in-depth knowledge to fulfill the EMALS/AAG production requirements. Award to another source would result in unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package nor sufficient license rights to the technical data to support a competitive procurement.
Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: [email protected], or Phone: 619-715-7890.
