Description

The Federal Housing Finance Agency (FHFA) intends to award a sole source purchase order as authorized by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102(b), for the commercial acquisition of access to the Washington Metro Area Transit Authority (WMATA) SmartBenefits Commuter Benefits system to enroll, withdraw, and change employee transit benefits. The WMATA SmartBenefits Commuter Benefits system allows FHFA to independently manage the funded values of all SmartTrip cards assigned to FHFA employees.

Further, WMATA provides the only fee-free system access allowing FHFA to manage and administer its employee transit benefits program. The period of performance shall consist of a base year plus 4 optional years. This is not a request for quotations nor a solicitation for offers.

Responses must be supported with clear and convincing evidence to clearly be able to provide the supplies and services outlined in this notice.

The Government will not seek additional information from your company if you fail to provide sufficient evidence of having capabilities to meet the Government's needs. The Government shall be the sole source of determining a vendor’s ability to meet all requirements. The Government will consider all expressions of interest submitted.

A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
