Issuing Activity: Naval Undersea Warfare Center, Division, Keyport Notice Type: Request for Information (RFI) /Market Research NAICS Code: 541330 - Engineering Services Product Service Code (PSC): R425 Response Due Date: Wednesday, November 4, 2026 at 17:00 PST Point of Contact: Contracting Officer, Angela Barlow; Contract Specialist, Stacy Noble Purpose and Operational Context Naval Undersea Warfare Center, Division, Keyport (NUWCDIVKPT) is conducting market research in accordance with FAR Part 10 to determine industry capability, capacity, and commercial best practices regarding the execution of upcoming taskings under a Firm-Fixed-Price (FFP) Level-of-Effort CLIN structure.
The primary objective is to evaluate whether requirements can be reliably priced, scheduled, and delivered on an FFP Level-of-Effort basis without transferring excessive or unmanageable performance risk to either the contractor or the Government. Responses will directly inform the acquisition strategy, Performance Work Statement (PWS)/Statement of Work (SOW) development, and eventual solicitation structure.
The Government requests that interested industry respondents address the specific inquiry areas outlined below: Area 1: Feasibility – FFP Level-of-Effort Viability Assessment State definitively whether your organization can propose and execute the complete scope of taskings on a Firm-Fixed-Price (FFP) Level-of Effort basis. If only portions are feasible under FFP Level-of-Effort, identify which discrete tasks can be FFP Level-of-Effort and which require alternate structures.
Area 2: Execution Approach and Pricing Basis Describe your proposed execution approach and pricing basis. If FFP level-of-effort pricing is feasible, explain how you will scope, estimate, and deliver the work, including key milestones, deliverables, verifiable acceptance criteria, and labor/material estimating methods used to support price stability. If FFP level-of-effort pricing is not feasible, identify and, where practicable, quantify the technical, operational, schedule, supply-chain, Government-furnished property, requirements, or regulatory uncertainties that drive cost risk and preclude a firm-fixed-price approach.
Area 3: Delivery and Quality assessment Describe how your organization will demonstrate its ability to consistently deliver quality work under an FFP contract. Include the quality management processes, qualified personnel, relevant past performance, inspection/testing methods, internal review procedures, corrective-action processes, and objective evidence—such as quality plans, certifications, sample reports, performance metrics, or customer references—that support your capability to meet contract requirements, schedule, and acceptance criteria.
Area 4: Pricing Premium Assessment Please describe any anticipated impact to proposed pricing if the Government were to use an FFP contract type in lieu of a Cost contract. Specifically, would the shift to FFP result in a price premium to account for an increase in contractor risk? If so please provide an estimated percentage range and identify the principle risk factors contributing to this risk premium.
