Description

Headquarters Supreme Allied Commander Transformation (HQ SACT) intends to issue a Request for Proposal (RFP) for portable Global Navigation Satellite Systems (GNSS) jammer kits. U.S. Prime Contractors and Subcontractors must

  1. maintain a professionally active facility within the United States,
  2. be approved for participation in NATO Competitive Procurement (NCP), and
  3. be issued a Declaration of Eligibility (DOE) by the U.S.

Government. The objective is to deliver six (6) portable GNSS jamming kits, which can be used either in operations or during exercises and training. To award the contract(s), HQ SACT will apply a Sealed Bidding Procedure in accordance with the Procurement Policy for NATO Common Funding.

The contract will be awarded as a fixed-price deliverable contract. The reference for the RFP is RFP-ACT-SACT-26-101 and all correspondence regarding the RFP should include this reference. DESCRIPTION OF REQUIREMENT Modern operations rely on Global Navigation Satellite Systems (GNSS) for positioning, navigation and timing.

These systems support navigation, safety, sensor and data link synchronization, and the deployment of autonomous systems. However, their reliance on radio signals renders them vulnerable to jamming, spoofing, or cyberattacks. Intentional or accidental GNSS interference may cause the loss of automatic positioning and timing for vehicles, vessels and aircraft, including their autonomous systems and precision-guided munitions.

Small and medium drones rely on GNSS for navigation and on radio links for control and video, so interfering with either can push a drone off course, trigger a failsafe such as hovering, landing or returning to base, or cut the operator's view. This is why GNSS and link interference is a core part of counter-UAS defense, and why operators need to understand how it affects both hostile and friendly drones.

To prepare operators, NATO's training and evaluation teams need systems that can generate controlled interference on GNSS and on drone video and control links, on demand and in the field. The kits sought here will let exercise planners inject realistic, bounded effects into maritime and air-domain training and observe how crews and operators detect, report and adapt. They therefore need to be quick to set up, usable from ships, small craft, unmanned vessels and ground sites, and simple enough for non-specialist users, with controls that keep effects within the intended area and duration.

The objective is to manufacture and provide NATO with six portable GNSS and drone-link jamming kits with these characteristics: • A portable platform that can be carried by one/two people; • Deployable and installable in 30 minutes or less; • Suitable for outdoor use in accordance with NATO policy • Installable on a ship, RIB, USV, vehicle, tripod and fixed ground site; • Jamming of GNSS signals: L1, L2, L5, G1, G2, G3, E1, E5a, E6, B1I, B2a, B3I covering multiple bands simultaneously and with each band individually selectable; • Jamming of drone video links in the 5 to 6 GHz band, covering multiple bands simultaneously and with each band individually selectable; • Jamming of drone control links at 400 to 500 MHz and 2 to 3 GHz, covering multiple bands simultaneously and with each band individually selectable each ; • Jamming of 1.2 to 1.3 GHz, cellular bands (700 to 9280 MHz, 1.8 GHz, 3.3 to 3.8 GHz) and 3 to 5 GHz; • An adjustable GNSS denial radius from 500 m to 6 Nm (11km), adjustable in steps of no more than 500 m, with verifiable output power control.

The radius shall be measured against a defined reference receiver at 2 m above ground level and at 120 m above ground level. The vendor shall provide predicted footprint tables at altitudes up to 10,000 ft for airspace deconfliction; • An omnidirectional antenna and a directional antenna; • Laptop controlled, powered by battery, platform or vehicle supply, mains or generator, with a minimum endurance of 4 hours of continuous operation on battery power.

For AC operation, the equipment shall support 100–240 VAC, 50/60 Hz, either directly or through the supplied power supply/adapter; • Remote control with worldwide coverage (satellite-based), using authenticated and encrypted links, with a local override and a remote shutdown; • An end user interface adapted for a non-specialist user; • A time-limited mode of operation with an automatic cut-off, and time-stamped logging of all emissions in an exportable format, using a time source independent of GNSS.

The deliverables shall include: • The demonstration plan; • The six (6) portable GNSS jamming kits; • Training for early adopters on the GNSS jamming kit on site in a NATO unit (Europe/UK); • A user guide (pdf format) including a safety and deconfliction annex; • An emission test report, verifying output power, spectral emission, effective radius and safety functions for each kit, in a format suitable for supporting national and NATO spectrum authorization.

BECOMING ELIGIBLE TO BID NCP requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors and subcontractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NCP. U.S. firms are approved for NCP on a facility-by-facility basis.

The U.S. NCP application is a one-time application. The application requires supporting documentation in the form of

  1. a company resume indicating contracts completed
  2. an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

U.S. firms can download a copy of the U.S. NCP application from the following website: bis.gov/about-bis/bis-leadershi...

The Department of Commerce (DOC) is the U.S. Government agency that approves NCP applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your
