Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordancewith the format in FAR Subpart 12.6, as supplemented with additional information includedin this notice. This announcement constitutes the only solicitation; proposals are beingrequested, and a separate written solicitation will not be issued. (ii)The solicitation number is 75N98027Q00017. This solicitation is issued as a Notice ofIntent (NOI) for a non-competitive combined synopsis/solicitation to award a contract orpurchase order without providing for full and open competition (including brand-name, ifapplicable).

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii). The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a purchase order on a non-competitive basis to Purdue University, Purdue Institute for Drug Discovery (DRUG), 575 Stadium Mall Drive, West Lafayette, IN 47907, for the synthesis, scale-up, and characterization of lead Spleen Tyrosine Kinase (SYK) inhibitors in support of the NIH Bench-to-Bedside study "Developing Red Cell-Specific Spleen Tyrosine Kinase (SYK) Inhibitors for Treating Sickle Cell Disease."

Rationale for non-competitive award: The proposed acquisition is a continuation of project-specific medicinal chemistry work under the NIH Bench-to-Bedside study "Developing Red Cell-Specific Spleen Tyrosine Kinase (SYK) Inhibitors for Treating Sickle Cell Disease." Dr. Philip S. Low's laboratory at Purdue University is the identified extramural medicinal chemistry collaborator for this project and has performed the prior design and synthesis work associated with the SYK inhibitor candidates being advanced under the study.

The Year 1 requirement is specifically for the synthesis, scale-up, and characterization of lead SYK inhibitors S1115 and S1213 for subsequent biological evaluation by NIH investigators. Purdue possesses the project-specific knowledge and experience associated with these compounds. Use of another source would require duplication of prior research before the source could continue the current effort, resulting in delay and technical risk.

Based on these circumstances, Purdue University is the only source reasonably available to perform this specific Year 1 requirement. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. (iv) The associated NAICS code is 325411, Medicinal and Botanical Manufacturing, and the small business size standard is 1,250 employees.

This requirement is not set aside for small business.
