DESCRIPTION OF REQUIREMENT The 354th Contracting Squadron (354 CONS) at Eielson AFB, Alaska, is conducting market research to identify qualified, capable, and certified commercial contractors interested in providing on-call, critical emergency and scheduled maintenance and repair services for the Central Heat and Power Plant (CHPP) high-pressure power boilers.
A copy of the draft Performance Work Statement (PWS) is attached to this SAM.gov posting as Attachment 1. Unplanned boiler outages pose immediate life-safety, mission, and infrastructure failure risks. Consequently, repair response times and quality standards are non-negotiable. 3.2 Equipment Inventory The requirement encompasses six (6) utility-grade, coal-fired high-pressure power boilers and their associated support systems: Four (4) Springfield Boiler Co. On-Site Inspection & Letter of Recommended Repair (LRR): Submission of a detailed LRR (including root cause, part numbers, compliance citations, labor hours, lead times, and a firm-fixed-price proposal) within one (1) business day of inspection. CO Notice-to-Proceed (NTP) Enforcement: No parts ordering or work beyond initial inspection may occur without formal written authorization from the Contracting Officer.
Full Boiler Envelope & Pressure Vessel Repair: Extensive repairs to include any and all associated piping related to boiler production but not limited to: welding, rolling, reshaping, and replacement of water wall tubes, superheater tubes, economizer tubes, generating tubes, pier tubes, front/sidewall/rear headers, superheater headers, mud drums, steam drums, power piping, blowdown drains, safety valves, hand holes, manholes, soot blowers, baffles, and gas passes.
No Government-Furnished Property (GFE/GFP): The Government will furnish zero tools, vehicles, facilities, tube rollers, or welding equipment (PWS Section 4.4). Base Security & HAZMAT: Personnel must be vetted via the Defense Biometric Identification System (DBIDS) and satisfy Bioenvironmental Engineering SDS/HAZMAT approval processes prior to bringing materials on-site. 4.
MANDATORY QUALIFICATION THRESHOLDS To be deemed capable under this requirement, respondents must demonstrate compliance with the following mandatory qualifications (see PWS Section 3.0): ASME "R" Stamp: The prime contractor must hold an active National Board "R" (Repairs and Alterations) Stamp Certificate of Authorization.
