Description
In accordance with RFO FAR 5.101 and FAR Class Deviation (Number 25-17), this is a notification of a proposed contract action to Keysight Technologies Inc. The U.S. Coast Guard (USCG) intends to solicit and award on a sole source basis under authority RFO FAR 12.102 (a), FAR Class Deviation Number 25-21, to Keysight Technologies Inc., 1900 Garden of the Gods Road, Colorado Springs, CO 80907-3423, United States.
This procurement is being conducted under Simplified Acquisition Procedures (SAP)- only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Coast Guard (USCG) has a requirement for annual license maintenance, referred to as Gold Maintenance and Support Bundle, to provide technical support for the Keysight Positioning, Navigation, and Timing (PNT)-X global navigation satellite system radio frequency simulator.
The USCG, as an agency of the DHS, is a multi-mission maritime service. To support position, navigation, and timing of Coast Guard assets in support of the mission, the Coast Guard has obtained and used the Keysight PNT-X global navigation satellite system radio frequency simulator. The simulator is used to test global positioning system receivers used by Coast Guard assets including their performance in jamming and spoofing environments.
This requirement for annual license support is in direct support of the simulator system. Keysight has been identified as the sole provider of the required maintenance and no other product or services can meet the Government’s requirement. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified parties on or before 11:00 AM ET on 05 November 2026. All submissions must be submitted electronically via email. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, Ann M. Leuters, Email: [email protected] and the Contracting Officer, Brian J. Eichelberger, Email: [email protected] with Notice ID number referenced in the subject line.
All requests for consideration must be submitted electronically via email. Phone calls will not be accepted.
