This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-27-Q-0041.

This requirement is being solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 314994 Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills. The Small Business Size Standard is 1,000 Employees.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires procurement of the following brand name item, no substitutions permitted. Item Description Part # Qty. Quoted Unit Price (Offeror to Fill In) Quoted Extended Price (Offeror to Fill In) Robline (Ocean) STS 8mm diameter rope 7155408 1 spool/ 3000m $ $ This specific brand of rope is essential due to its unique performance characteristics, including high breaking strength, minimal elongation, and low shrinkage values, which are critical for the extreme ocean environments in which the equipment operates.

Utilizing an alternative brand would alter physical tolerances, necessitating a costly and complex system redesign. Furthermore, this specific rope is required for critical engineering and qualification testing of deployment systems, making timely delivery essential to meet scheduled operational requirements. Delivery is F.O.B. Destination: InterOcean Systems, LLC, 9201 Isaac Street, Suite C, Santee, CA 92071 The Government’s required delivery is 16 weeks After Date of Contract (ADC) or sooner.

Spool and Packaging The contractor shall: deliver 3,000 meters as a single, continuous, unspliced piece on one spool. No factory splices, mechanical joints, or knots are acceptable. The anchor line shall be wound on sturdy, weather-resistant reel/spool suitable for field deployment and long-term storage.

The spool shall prevent tangling, hockling, kinks, and bird-nesting during payout and spooling. Core diameter shall comply with manufacturer bend radius recommendations for 8mm HMPE line. The spool shall be labeled with contract number, manufacturer lot/batch number, date of manufacture, fiber type, length, and nominal diameter.

Offerors shall include shipping cost into the unit price in the table above. A separate line for shipping will not be provided. Quality Assurance, Inspection, and Verification: Certificate of Conformance (CoC) The vendor shall provide an official Manufacturer Certificate of Conformance (CoC) with the shipment certifying that: The delivered material is Robline Ocean STS 8mm.

The product is newly manufactured (first-run production, not surplus or aged inventory). The lot has undergone factory proof-load testing and visual inspection. Test Data and Factory Acceptance Reports: The contractor shall provide certified test reports verifying Average Breaking Strength (?94.3 kN), Safe Working Load (?18.86 kN), elongation (?0.19% at 94.3 kN), and linear density (47.2 g/m).

The Government intends to award a single FFP purchase order to the eligible, responsible offeror whose quote is the lowest price technically acceptable. In order to be determined technically acceptable, the offeror shall: Quote brand name item, no substitutions allowed, in the required quantity; Submit technical data sheets or manufacturer cut-sheets with specs with its quote; and Submit verifiable QA and testing documentation with its quote.

In accordance with DFARS 252.204-7024, the Government will consider SPRS risk assessments (including item, price, and supplier risk) during the evaluation of quotations. A high-risk rating or negative performance history in SPRS may demonstrate a high risk of unsuccessful performance and could result in the quote being excluded from consideration for award. In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Offerors shall include price, payment terms, delivery terms, and the following additional information with submissions: Offeror Point of Contact (including phone number and email address); Offeror CAGE Code; and Offeror SAM UEI.
