Description

This is a request for information (RFI)/ sources sought for solution based capability statements only. There is no solicitation at this time. The Mission and Installation Contracting Command (MICC) - Fort Carson, CO, in coordination with the Directorate of Public Works (DPW), is seeking Solution based capability statement for an Other Transaction Authority (OTA) for Market Research purposes.

The requirement is to design, integrate, test, deploy, and support a modernized, commercial Service Order Desk Platform. The core objective is to decouple the Service Order Desk from the legacy Base Operations contract, transitioning it into an independent, highly automated, data-transparent, and user-centric platform. Successful solutions must deliver 100% auditable real-time tracking of funds by facility type, establish direct digital pathways with the Army Maintenance Application (ArMA) without manual data re-entry, and prevent premature ticket closures via multi-state tracking and parallel POC notifications..

Security compliance requires deployment in a secure Department of War (DOW) Impact Level 5 (IL5) cloud environment featuring Role-Based Access Control and CAC/SSO integration . Submissions must be Solution Based Capability Statement not exceeding 10 pages and must be submitted by Monday, November 23, 2026, at 10:00 AM MT to Jessica Smith ([email protected]), Frank Camacho ([email protected]), and MAJ Ryan Lee ([email protected])
