If a proposed alternative solution does not provide equivalent functionality, then it does not meet the Applicant's stated needs. If you fail to provide an explanation for how your proposed solution is functionally equivalent, it will be deemed incomplete for bid evaluation purposes. - SPAM and/or robotic responses not reasonably related to the stated specifications will be deemed invalid and will be disqualified from consideration.
