319 CONS Flooring IDR Pre-Solicitation Q&A
Annual Workload & Spending/Pricing
1. Estimated Annual Workload: Do you have an estimate of the annual dollar amount of flooring work anticipated under this contract? Is there historical spending information available from the previous five years?
A: We do not have an estimate since it is dependent on need as requirements are submitted. The historical estimate was $1M with a ceiling of $1.4M. 2. Pricing Structure: Will contractors be required to submit fixed unit pricing for labor and materials for the entire five-year period, or will there be provisions for annual price adjustments due to increases in material, labor, and transportation costs? A: Contractors will be required to submit fixed unit price for all labor and materials. 3. Task Orders: With individual task orders ranging from $2,000 to $300,000, what is the typical dollar amount of flooring work orders issued at the base? Approximately how many orders are anticipated annually?
A: This can vary depending on the need for work. We cannot anticipate the actual ordering amount.
4. Response and Mobilization: What are the expected response times after a task order is issued? Will contractors be required to maintain a local crew, or can an out-of-state contractor mobilize personnel as individual projects are scheduled? A: 10 calendar days from receipt of task order purchase request. 5. May the prime contractor use a local flooring subcontractor for installation? Please identify any self-performance requirements or limitations on subcontracting. A: Construction by special trade contractors, will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75 percent subcontract amount that cannot be exceeded.
6. Have funds been appropriated for this opportunity?
A: Funds are appropriated as task orders are received throughout the 5-year ordering period.
Previous/Current Contract Details
1. Previous Contractor: Is this a follow-on contract? If so, could you provide the previous contract number and the name of the contractor currently performing the work? A: FA465921D0003 is the previous contract held by Greenstone Construction. 2. Gymnasium Flooring: Does the base anticipate any hardwood gymnasium floor sanding, refinishing, screen and recoating, game-line painting, or athletic floor repairs
