This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All provisions, submission rules, statutory authorities (10 U.S.C. § 2808a), and data rights/repository terms set forth in the MACH-1 Umbrella Program Notice—including, but not limited to, Collaborative DoW Sharing (Paragraph 3.3) and Solutions Repository Governance (Paragraph 3.4)—are hereby incorporated by reference with the same force and effect as if set forth herein in full. In the event of a conflict between this AOI and the Umbrella Notice, this AOI shall govern solely with respect to project-specific requirements, evaluation weights, and delivery milestones. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

BLUF (Bottom Line Up Front): The Air Force Civil Engineer Center (AFCEC), in coordination with the 772nd Enterprise Sourcing Squadron (772 ESS), is executing a Progressive Design-Build (PDB) project to renovate existing military working dog (MWD) facilities and construct a new addition at Vandenberg Space Force Base (SFB), California. Under this agreement, the selected contractor will execute both the progressive design and physical construction to deliver a fully functional, code-compliant compound (Project Number: XUMU171121C).
