2.0 Purpose and Background

The Marine Corps Systems Command (MARCORSYSCOM), Portfolio Acquisition Executive Mission Systems (PAE MS), is conducting market research to identify capable, innovative commercial partners to deliver comprehensive, enterprise-scale Information Technology (IT) Operational Support Services (OSS). This requirement represents the planned follow-on and evolution of the Marine Corps-specific operational and labor support elements currently performed under a task order issued against the Navy Service Management, Integration, and Transport (SMIT) Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

2.1 Operating Model

OSS will operate within a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. The fundamental core of this requirement is a highly skilled, large-scale professional IT support services effort to maintain and defend the Marine Corps Cyberspace Environment (MCCE). While providing qualified, certified personnel remains the primary focus, the Government is simultaneously exploring the integration of commercial AI and automation technologies as a critical capability for our selected partner(s) to drive operational efficiencies. Consolidating professional services represents a strategic opportunity to optimize workflows and lower manual touch-labor costs over time by equipping the contractor workforce with advanced automation tools.
