Winfield Major Rehab Industry Day Questions to Contractors Purpose: We are here to gather non-proprietary industry feedback on constructability, sequencing, packaging, logistics, and design maturity for the Winfield Major Rehab project. This is a fact-finding exercise only, not a solicitation or request for proposals. We are particularly interested in practical execution risks, cost and schedule drivers, design assumptions that increase contractor contingency, and any feasible alternatives that could improve the design’s buildability, including whether service bridge removal can be avoided and what tradeoffs that would create.
1. Site Logistics, Laydown Areas, and Contractor Work Limits (CWL/LWL) •

Based on your operational experience, are the designated contractor work limits (LWL 1 through LWL 5) sufficient in area, bearing capacity, and river access to support your staging, heavy timber cribbing, and assembly operations?

•

What are your primary logistics concerns regarding material handling, access routes, and traffic flow between the upland staging areas (e.g., LWL 1) and the riverward lock/dam structures?

•

Are the work limits sufficient not only for staging, but for safe simultaneous operations by multiple trades allowing the Government flexibility in deciding the amount of simultaneous construction contracts?

•

What choke points would exist if multiple features of work were being constructed in parallel?

•

Do you foresee any major constructability constraints or safety risks regarding barge fleeting, marine plant mooring, or crane positioning within the downstream stilling basin (LWL 3)?

2. Dam Roller Gates & Service Bridge Removal/Installation •

From a constructability, crane reach, and rigging perspective, is there any viable installation methodology or heavy-lift configuration that could avoid the complete removal and replacement of the dam service bridge during roller gate replacement?

•

From a bid interest, scheduling, and risk-pricing perspective, does your firm prefer a design that requires the roller gates to be fully fabricated off-site and installed as a single, fully-assembled gate, or a design that allows the gate to be delivered in sections and field-spliced during placement?

•

The project will contain known asbestos-containing materials (ACM) and leadsheathed wiring from the elevated dam structure and machinery houses. What are

the biggest risks to discharge into open water and project safety? How would you rate your firms risk tolerance and experience for completing this type of work?
