Description

The United States Department of Energy (the “Government” or “DOE”) is committed to maintaining and enhancing American leadership in Super Intelligence (SI) and energy generation to promote economic competitiveness, national security, and scientific advancement. Several Executive Orders (EO) (e.g., EOs 14154, 14179, 14277, and 14318) have been issued to support streamlining permitting of such infrastructure and accelerate project development, including directing agencies to leverage federal assets in support of these objectives.

Advanced computing infrastructure is critical for SI training, scientific research, and various essential services, while energy generation is critical for protecting the United States’ (U.S.) economic and national security and military preparedness by ensuring that an abundant supply of reliable energy is readily accessible. DOE is also committed to reducing U.S. dependence on foreign sources of critical minerals and strengthening national security and defense industrial capabilities by ensuring a stable, predictable, and affordable supply of minerals for domestic scientific, manufacturing, and energy needs.

EO 14272, Ensuring National Security and Economic Resilience through Critical Minerals, highlights the strategic importance of critical minerals and directs measures to secure domestic sources of these processed minerals DOE is issuing this Request for Offer (RFO) to solicit offers from entities interested in entering into a long-term realty agreement (i.e., easement, lease) covering all or a portion of identified real property (the “Property”) located at the Hanford Site in Washington State.

Statutory authority for this program includes but is not limited to: The Atomic Energy Act of 1954, 42 USC 2011, et seq., as amended, authorizes DOE to grant leases or easements to non-federal entities for the use of real property. Applicants should submit an offer to enter into a long-term realty agreement with DOE for all or a portion of the identified Property located at the Hanford Site and identified in Appendix A, Figure A?1.

Offers must be submitted in accordance with the deadlines on the cover page. The detailed offer should include designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, and decommissioning computing, critical minerals processing, advanced manufacturing, and/or energy generation infrastructure (the “Project”), including but not limited to computing facilities with specialized information technology (IT) equipment, associated cooling facilities, processing and manufacturing facilities, energy supply infrastructure, transmission and storage infrastructure, and other ancillary facilities and equipment reasonably required for the installation, maintenance, operation, decommissioning, and site restoration/ remediation of computing, critical minerals processing, advanced manufacturing, and/or energy generation infrastructure given the available real property described herein.

Applicants may also consider configurations where the energy generation portion of the Project is not co-located on the Appendix A Property with other infrastructure but is developed offsite and coordinated with the applicable land-owner and utility. Applicants may propose projects on all or a portion of this land, and the Government may consider multiple projects. The Government further anticipates that there may be multiple computing, energy generation, processing and/or manufacturing facilities, with each located on a different tract of the Property, and that the size of each tract of land will depend on the proposed technologies to be deployed.

DOE will consider offers that integrate innovative energy generation and storage technologies with the computing, mineral processing, and advanced manufacturing infrastructure. For energy generation or storage, the Applicant shall be responsible for the Project’s interconnection with the electric utility provider. DOE is also interested in offers that detail potential collaboration opportunities with DOE national laboratories, plants, and sites.

Eligible Project configurations include integrated advanced manufacturing, critical minerals, and computing projects; advanced computing projects; advanced manufacturing/critical minerals projects; or energy infrastructure projects. In all cases, Offerors should include new energy generation, although this energy generation does not need to be co-located with the other Project infrastructure proposed for the Hanford Site.

See Section 2.G. Eligible Applicants and Project Configurations, for further details. The Government seeks proposals for the timely development of advanced computing, critical mineral processing, and/or manufacturing facilities with the associated new power generation, while prioritizing the protection of community energy prices.

In alignment with the Ratepayer Protection Pledge published March 4, 2026, prospective developers are expected to build, bring, or buy the new generation resources and electricity to satisfy their new energy demands, paying the full cost of those resources and paying for all new power delivery infrastructure upgrades to service their electricity demands at the respective site. Developers should structure their plans so that energy supply is fully established before any other Project infrastructure is brought online.

Based on the quality of the offers, DOE reserves the right to select all, some, or none of the offers received in response to this RFO. If selected to participate in this program, Applicants will receive notification from DOE to finalize an agreement.
