Description
The U.S. General Services Administration (GSA), Public Buildings Service, Office of Acquisition Management intends to hire a construction contractor to provide site development, and design and construction services for the repair and alterations project at the Land Port of Entry in Limestone, Maine. This requirement will involve all key trades typical to construction projects, including but not limited to architecture/engineering, civil construction/site preparation, utilities, electrical, concrete, finishes, HVAC, mechanical piping, plumbing and historical renovation.
The Government will utilize the Design Build delivery method. Design Build is the delivery method which encompasses one contract for design and construction awarded to one contractor. The project in Limestone, Maine, is situated on a remote site along Grand Falls Road (Maine State Highway 229), approximately twenty miles northeast of Presque Isle, Maine. The port comprises a building with a total area of around 3,267 gross square feet, which is divided into two parcels by Highway 229. The surrounding area consists of farmland and scattered residences.
The Land Port of Entry Modernization project will upgrade the existing historic port facility to improve inspection operations, security, accessibility, site circulation, utilities, and building performance while maintaining continuous port operations. Major new work includes constructing a new Primary Non-Commercial Inspection Booth, removing the existing inspection booth, adding a new Enclosed Hard Secondary Inspection Building with an associated Secondary Inspection Area, and restoring portions of the historic façade.
The project will relocate and upgrade the septic system, and improve paving, parking, fencing, traffic control, lighting, drainage and vehicle barriers. Building upgrades include waterproofing basement window wells, insulating and heating the East Garage/Storage Room, replacing the emergency generator, upgrading electrical service capacity, adding fire alarm monitoring, and installing new telecommunications infrastructure to support Federal operations.
The port will remain open during construction. One (1) award will be made from this Design Build solicitation. This procurement will be solicited using small business competition procedures.
The estimated cost is between $6,000,000 and $10,000,000. The North American Industry Classification System code for this acquisition is 236220 (Commercial and Institutional Building Construction). A Performance Bond will be required.
