Consequently, its operational activities—including procurement and relations with commercial vendors—are not subject to Colombian domestic law. Accordingly, the Embassy is not registered with the local Chamber of Commerce; it maintains a Tax Identification Number (RUT) issued by the DIAN solely to facilitate local administrative and business transactions. Furthermore, United States government procurement regulations strictly prohibit the execution of external contracts, clauses, or third-party agreement formats.

In lieu of such documents, the Embassy utilizes official U.S. Government purchase orders, which serve as the legally binding commitment and guarantee of payment for all acquired goods and services. The selected contractor shall manage all administrative and regulatory processes regarding the procurement of fuel directly with the Colombian Ministry of Mines and Energy, including but not limited to, the Information System for Liquid Fuels (SICOM)
