INTRODUCTION: The U.S. Army Contracting Command - Orlando (ACC-Orlando) is issuing this Sources Sought Notice (SSN) on behalf of the U.S. CPE ST3 International Program Office (IPO) as a means of conducting market research to identify potential sources, interested parties, and/or industry technologies available to provide two (2) Joint Fires Expeditionary Classrooms (JFECs) on behalf of the INDO-PACOM country.
ACC-Orlando invites interested parties to provide responses in accordance with the information that follows. Information gained from this Sources Sought Notice will assist ACC-Orlando and CPE ST3 in developing its acquisition approach. The expected Delivery Date is anticipated to be 31 December 2028.
The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered.

This is not a request for proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.

PROGRAM BACKGROUND: The INDO-PACOM Country is seeking to enhance its training capabilities through the procurement of two (2) JFECs and associated support via its FMS case.
These systems must be fully interoperable with JFEC systems currently in production under contract W900KK25CA020. The Government's primary objective is to ensure seamless configuration management, training commonality, and a unified logistics and support structure for the end-user. REQUIRED CAPABILITIES: The Government requires two (2) JFECs that are identical or newer in form, fit, and function to the system baseline JFEC_ENG_Build_03062024_1050_EST currently in production under Contract W900KK25CA020.
Due to strict foreign partner operational constraints, configuration management, and the necessity for a unified logistics footprint, the Government will not accept disparate systems or alternative architectures. The Government is assessing the availability of technical data, software licenses, and other proprietary rights necessary to support production by a source other than the incumbent; respondents should identify the specific data, licenses, or third-party authorizations they would require to determine their ability to produce the required configuration.
To satisfy these critical interoperability requirements, any proposed solution must seamlessly deliver the following core capabilities: System Baseline: The JFECs must utilize the identical simulation architecture, Courseware Software Suite, Computer Generated Forces (CGF)/Semi-Autonomous Forces (SAF) simulation capabilities, and Instructor/Trainee control interfaces as the incumbent system.
Hardware Configuration and Delivery: The system must support a 1:12 Instructor/Trainee ratio, 1 lot Associated Equipment (spares package), Installation, On-Site Acceptance and New Equipment Training (NET) to be delivered in country. Includes the Enhanced Student Station (ESS) with Realistic Simulated Military Equipment; Ground Laser Target Designator (GLTD) III. This form, fit and function simulated equipment provide realistic tactile training in utilization and application within the JFEC battlefield scenarios.
Logistics Compatibility & CLS: All delivered systems, including the associated spares packages, must be 100% compatible with the existing Material Support Package and technical documentation to ensure unified sustainment and prevent duplicating inventory requirements for the FMS partner. Furthermore, the requirement includes two (2) years of Contractor Logistics Support (CLS) which must be identical in execution to the existing program of record to ensure seamless support continuity.
