Description
The Government proposes a noncompetitive modification to Task Order 75P00123F37007, issued under Contract HHSP233201800009I, to provide interim bridge services while FOH completes the competitive follow-on acquisition and transition. The proposed modification would establish a seven-month base period, November 1, 2026 through May 31, 2027, and one five-month option, June 1 through October 31, 2027.
The proposed modification will increase the total estimated cost of the task order by $6,690,504.50, from $23,999,068.73 to $30,689,573.23. Performance will be limited to the services and duration supported by the approved justification and implemented through the executed modification. Contract HHSP233201800009I / 75P00123F37007 (West) is an Indefinite Delivery Indefinite Quantity (IDIQ), Time and Materials (T&M) Task Order with ServeFed, Inc. A Determination and Findings for a T&M type task order was not found in the base contract file that was transferred from WorkSmarter to HCAS.
However, a D&F approved by the CO is included in the award file with this modification. The proposed modification is necessary to maintain uninterrupted mission-essential services while the Government completes and awards the competitive follow-on acquisition. The recompete is currently under development but will not be completed before expiration of the existing contract on October 31, 2026.
The Government anticipates award of the bridge modification in October 2026, using FY 2027 Service Supply funds, subject to availability and proper obligation of funds. The proposed bridge period is November 1, 2026 through October 31, 2027. The Government intends to transition to the competitively awarded follow-on contract as soon as practicable and does not intend to use the entire bridge period if transition to the successor contractor can occur earlier.
The Government plans to solicit for the recompete in FY27.
