Description
MACH1 Area of Interest: F-47 Future Campus at Nellis AFB, Rapid Delivery Progressive Design-Build The 772d Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Center (AFCEC), is seeking highly qualified Design-Build teams to deliver the Rapid Delivery Projects supporting the F-47 mission at Nellis Air Force Base, Nevada, utilizing a Progressive Design-Build (PDB) model.
This Area of Interest (AOI) is issued under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice, FA8903-OT-MACH1. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the authority of 10 U.S.C. § 2808a. Respondents shall comply with the MACH1 Umbrella Program Notice and the project-specific requirements established in the attached AOI.
Program Overview The F-47 Campus at Nellis AFB is an approximately $1.057 billion total programmed military construction initiative intended to provide the facilities and infrastructure necessary to support the F-47 mission. This amount includes construction, contingency, design, construction security, and other applicable project costs and does not represent the construction agreement value available under this AOI.
The present acquisition contemplates award for the Rapid Delivery Projects under Milestones 2 through 4 only, consisting of: Combined Operations and Maintenance Hangar. Reprogramming Laboratory. Simulator Facility.
Aircraft Apron with Sunshades. Supporting utilities and infrastructure necessary for permanent operation of the Rapid Delivery facilities. The Government strongly prefers to select one Design-Build team capable of delivering all Rapid Delivery Projects, while reserving the right to select up to four teams if warranted by program requirements and permitted by the applicable acquisition authority.
The Government also values organizations possessing the qualifications and resources to support the remaining Nellis F-47 Campus. However, selection under this AOI does not guarantee Milestone 5 or subsequent Agreement(s). Progressive Design-Build Delivery Approach The Government intends to initiate design and preconstruction services following completion of the Planning Charrette Reports establishing the initial mission requirements.
The selected Design-Build team will work collaboratively with AFCEC and its Owner's Advisor to advance facility designs, evaluate alternative technical and construction solutions, develop cost and schedule strategies, and establish commercially supportable construction pricing. The Government contemplates negotiating firm-fixed-price construction agreement at approximately 65% design completion, subject to sufficient scope maturity, risk allocation, and commercial cost viability.
Advanced design packages, early construction activities, and long-lead procurement may be considered where appropriately justified and authorized. AFCEC seeks a collaborative construction partner committed to delivering the greatest possible mission capability and value for the resources invested. The Government intends to consider innovative design and construction approaches, including industrialized construction methods, commercially effective Agreement commitment strategies, and practical alternatives that improve affordability and schedule performance.
Three-Phase Selection Process The Government intends to conduct an expedited three-phase selection process under MACH1: Phase 1: Solution Brief. Respondents will submit qualifications and technical information demonstrating the capabilities of their actual proposed design and construction organizations. The attached AOI establishes ten project-specific technical factors and a maximum of 20 narrative pages, with separately permitted appendices.
No construction price or rough-order-of-magnitude construction estimate is required during Phase 1 Submissions. Phase 2: Oral Presentations / Pitch Sessions. Selected respondents will be invited to participate in oral presentations.
Detailed instructions and additional technical information will be provided to invited respondents, subject to applicable information-security requirements. Phase 3: Full Phase 3 Submission and Negotiations. The Government intends to conduct direct negotiations with selected respondent(s), subject to applicable authority and Agreements Officer approval.
Commercial viability of the price will be evaluated before award. Anticipated Acquisition Schedule AOI Release: October 30, 2026. Initial Industry Questions Due: November 4, 2026.
Final Industry Questions Due: November 10, 2026. Phase 1 Solution Briefs Due: November 18, 2026, at 9:00 PM Central Standard Time. Phase 2 Invitations: By December 2, 2026.
Phase 2 Oral Presentations: December 14–17, 2026. Phase 3 Invitations: December 22, 2026. Phase 3 Submissions Due: January 15, 2027.
Target Initial OTA Award: February 5, 2027. All dates are anticipated and subject to revision by the Agreements Officer. Submission Instructions Respondents shall review the complete attached AOI and MACH1 Umbrella Program Notice for eligibility requirements, technical factors, page limits, qualification-sheet requirements, cybersecurity provisions, and evaluation procedures.
Phase 1 submissions shall be unclassified and submitted as a single searchable PDF with the required bookmarks and appendices. Submit Solution Briefs electronically to: [email protected] Reference the assigned Nellis F-47 Campus AOI Notice ID in the email subject line. All questions and acquisition communications shall be directed to the Agreements Officer through the designated MACH1 correspondence address.
Only authorized Government officials may modify AOI requirements or make commitments binding upon the Government. The Government reserves the right to amend or cancel this AOI, request supplemental information, limit the number of respondents advancing to subsequent phases, or make no award, consistent with applicable authority.
