Description
The U.S. Army, Army Contracting Command on behalf of the Project Manager Soldier Lethality (PM SL) intends to solicit, negotiate, and award a sole source contract to Barrett Firearms Manufacturing Inc. Company pursuant to the authority Of Title 10 United States Code (U.S.C.) §3204(a)(1) as implemented in Federal Acquisition Regulation (FAR) 6.103-1(c)(2)(i), Substantial duplication of cost to the Government that is not expected to be recovered through competition.
The contemplated five-year, Firm Fixed Priced (FFP), Requirements contract, is for the purchase and delivery of the Multi-Role Adaptive Design, MK 22 Precision Sniper Rifle, Accessories, Spare Parts, Special Tools, and Training. After thorough market research that included a Sources Sought notice W15QKN-25-X-17CB posted on 14 May 2025 and four industry responses, the Multi-Role Adaptive Design, MK 22 Precision Sniper Rifle produced by Barrett Firearms Manufacturing Inc. was the only product that demonstrated the capacity to meet the Purchase Description PRFJXNL-F18-0090.
The research also indicated that production items from sources other than Barrett Firearms Manufacturing Inc. result in substantial duplication of cost that would not be recovered through competition, especially considering the infrequent requirement for this weapon system. Please note this notice DOES NOT constitute a Request for Proposals (RFP). However, any responsible source who believes to be capable of meeting the posted requirements may submit a capability statement, proposal, or quotation, which may be considered by the agency, only if received by the closing date and time of this notice.
A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is planned for late 1st to early 2nd Quarter of FY27.
