Description

Start of Notice Description 20261027 The Naval Air Systems Command (NAVAIR), on behalf of PMA-271 (Airborne Strategic Command, Control and Communications Program Office), posts formal Request for Proposal (RFP) N0001927R1025 for the E-6B Mercury Depot Maintenance, Repair and Overhaul (MRO) effort. This notice is a follow-on to the E-6B MRO DRAFT Request for Proposal Notice N00019-25-RFPREQ-APM271-0012.

NAVAIR intends to award a single source Indefinite Delivery Indefinite Quantity (IDIQ) contract for MRO services for the E-6B aircraft under Federal Acquisition Regulation (FAR) Part 6 full and open competition. This IDIQ is anticipated to include one (1) five-year base ordering period with the option for one (1) additional five-year ordering period from Fiscal Years (FYs) 2027 through 2036.

Planned award is during fourth quarter of Government FY 2027. Questions related to the solicitation are due not later than 09 November 2026 and shall be submitted using the Excel file titled “Question and Answer Form_Final_RFP_Offeror Name” posted with the solicitation. Questions shall be submitted via email to Contract Specialist Mr. Timothy C. Ayers ([email protected]) and Mr. David T. Guy ([email protected]) on or before the 09 November 2026 submission date.

Proposals are due not later than the date and time as specified in Block 9 of the SF 33. However, potential Offerors are encouraged to submit portions of their proposal associated with past performance 14 calendar days prior to that submission date. See Section L paragraph 3.1 of the solicitation document for details.

Access to Final RFP: The solicitation, including all attachments, is posted in the Solicitation Module of the U.S. Government PIEE website with restricted access and will only be made available to companies incorporated in the United States as verified via SAM.gov. The final RFP and associated attachments may contain Controlled Unclassified Information (CUI) and may contain information whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C. App.

2401 et seq.). Request Access Procedures: Accordingly, all requests for access to the final RFP and associated attachments must be in writing and shall include a statement that the company intends to submit as a prime contractor, as well as a certified copy of a DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact Defense Logistics Information Service at (800) 352-3572 or dla.mil/Logistics-Operations/Se...; company name, address, and CAGE code (as it appears in SAM.gov and as registered in the PIEE Solicitation Module).

After obtaining a certified DD Form 2345, each potential Offeror shall transmit via email its written request for access to the final RFP and associated attachments, with the certified DD Form 2345 attached to the email to Contract Specialist Mr. Timothy C. Ayers ([email protected]) and Mr. David T. Guy ([email protected]). Prior to granting access to the final RFP and associated attachments, the Government will verify that the company requesting the data is incorporated within the United States based on CAGE code listing in SAM.gov.

Upon review of the potential Offeror’s written request and verification of potential Offeror’s status in SAM.gov, the Government will provide the potential Offeror access to the final RFP and associated attachments in the Solicitation Module of the U.S. Government PIEE website. Companies that had previously requested and been granted access to the DRAFT Request for Proposal under Notice N00019-25-RFPREQ-APM271-0012, have already been provided access in PIEE to the formal RFP under Notice N0001927R1025.

The Government may also provide separately, via the dissemination method described below, technical documents to assist potential Offerors with developing their proposals. Access to Other Technical Documents: (Potential Prime Contractor Requests Only) Technical documents have been made available to assist with developing proposals. Some of the technical documents may contain information whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. 2401 et seq.). Accordingly, all requests for access to technical documents must follow the “Request Access Procedures” described above. Upon review of the potential Offeror’s written request and approved DD Form 2345, the Government will provide the potential Offeror access to the technical documents via the DoD SAFE website (previously AMRDEC) - safe.apps.mil/.
