Description
NOTICE OF PUBLIC AWARD AND JUSTIFICATION & APPROVAL (J&A) POSTING This public notice serves as both the Public Award Notice required by RFO FAR 5.303 / DFARS 205.303 and as the public posting of the Redacted Justification and Approval (J&A) required by RFO FAR 6.305 / DFARS 206.305. The redacted J&A document is attached hereto. This contract action was not awarded competitively and was not fixed-price.
The action was awarded on a sole-source basis under the authority of 10 U.S.C. §3204(a)(1) as implemented by RFO FAR 6.103-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' A Cost-Plus-Fixed-Fee (CPFF) contract type was utilized because the uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract, in accordance with RFO FAR Part 16.
