Description
Air Force Nuclear Weapons Center (AFNWC) PCM330E Encoder Procurement This notice is a COMBINED Presolicitation Notice (pursuant to RFO 5.101) and Sources Sought (pursuant to R-DFARS PGI 206.103-170). The AFNWC intends to issue a sole-source contract under the authority of 10 U.S.C 3204(a)(1) as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to the following contractor: L3Harris Technologies, Inc., 1025 W. NASA Boulevard Melbourne, FL 32919 Provided below are the applicable content items for a Presolicitation Notice as required by RFO 5.101(c), which should allow viewers of this notice to determine their capabilities with regard to the requirement.
Also provided below are submission requirements for Statements of Capabilities (SOC) should an interested party believe, they can meet the requirement. • Contracting Officer Contact Information: Amanda M. Perea 1551 Wyoming Blvd Kirtland AFB, NM 87117 [email protected] • The Air Force Nuclear Weapons Center, Nuclear Systems Integration Division (AFNWC/NDS) requires PCM330E Programmable Pulse Code Modulation (PCM) Encoders in the B61-12 Tail Kit Assembly’s (TKAs) Telemetry Instrumentation Kit (TIK) configuration.
The manufacturer is L3Harris Technologies, Telemetry & RF Products. The manufacturer part number is LCP-755-005396-023. The PCM330E is a compact, modular, programmable PCM encoder and data-acquisition unit designed for airborne telemetry applications.
It must occupy the existing TKA TIK volume and interface without modification. This configuration provides the analog, serial, guidance-system, and encryption interfaces already designed into the B61-12 TKA TIK. LCP-755-005396-023 is the only encoder that is form, fit, and function qualified for the current B61-12 TKA TIK architecture and is the exact model used in existing TIKs.
This is a one-time buy of a highly specialized, configuration-controlled telemetry encoder. The item is subject to COMSEC controls and must be procured in the exact B61-12 qualified configuration. • NAICS-334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) ; PSC-5821 (Radio and Television Communication Equipment, Airborne) • All responsible sources may submit a capability statement which shall be considered by the agency.
See requirements for capability statements below. • Sole-source award to L3Harris Technologies, Inc. is contemplated as they have the only PCM that is qualified and specifically built for the B61-12 TKA TIK. Any other sources of competition would require Non-Reoccurring Engineering (NRE) and qualification testing to be able to integrate into the TIK. Due to tight testing timelines, additional NRE and testing to qualify a new PCM would be impractical. • For an offeror’s products to be eligible for award, they must provide the same PCM330E as L3Harris Technologies, Inc. All other products would have to undergo qualification testing to meet TIK and TKA requirements.
All responsible sources believing they have the capability to perform this requirement are requested to submit their SOC to the Government POCs listed below by the closing period on this notice. All SOCs shall be UNCLASSIFIED and shall Not Exceed 3 pages. Submissions shall be in Microsoft Word or PDF format.
SOCs shall be submitted electronically via email to the Government POCs assigned to this notice. All email submissions shall include, “[Insert your Company Name] - SOC Response “PCM330E Encoder Procurement” in the subject line of the email submission. Award on a sole-source basis to L3Harris Technologies, Inc. is subject to approval of a Sole-Source Justification.
This notice serves to meet the sources sought requirements of R-DFARS PGI 206.103-170. Information received in response to this notice may be utilized in determining whether the authority of RFO 6.103-1 is supported; a determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. If no affirmative responses are received within the close date of this notice, an award will be made to L3Harris Technologies, Inc. This notice does not constitute a Request for Proposal.
This is not a solicitation.
