Description
SUBJECT: Notice of Intent to Sole Source National Longitudinal Survey and Data management of Psychiatric and Social Health DESCRIPTION: The Department of Veterans Affairs (VA) intends to award, on a sole source basis, a non commercial, cost reimbursement (cost only, no fee) requirements contract to the University of Michigan, Survey Research Center (SRC), 1109 Geddes Ave Ste 3300, Ann Arbor, MI 48109 1015.
The requirement is to design, program, and administer a national, longitudinal mental health survey using the Composite International Diagnostic Interview, fifth version (CIDI 5.0) for the VA Central Office, Homeless Programs Office (HPO), National Center on Homelessness Among Veterans (NCHAV). Services include survey instrument programming, mixed mode data collection (web/CATI), probability based sampling with Veteran oversampling, data security, quality assurance, and delivery of cleaned datasets and survey weights for baseline and follow up waves.
RATIONALE SUMMARY: The University of Michigan is the only known responsible source with validated access to CIDI 5.0 and proven capability to program and administer this proprietary diagnostic instrument. Market research indicates that no other vendors possess the required CIDI 5.0 expertise or the ability to conduct a full probability national longitudinal survey with Veteran oversampling.
Attempting to transition this work to another vendor would result in substantial duplication of cost and unacceptable delays. ESTIMATED VALUE: Approximately $6,000,000 over the five year period of performance. AUTHORITY: FAR 6.302 1 Only one responsible source and no other supplies or services will satisfy agency requirements.
RESPONSES: This notice is not a request for competitive proposals. However, parties who believe they can fully meet this requirement including validated access to CIDI 5.0 and the ability to execute a probability based national longitudinal survey with Veteran oversampling may submit a capability statement by the date/time listed in this posting. Capability statements must demonstrate the ability to meet all technical requirements.
SUBMISSIONS: Email capability statements to: Ann Marie Stewart, Contracting Officer [email protected] Telephone inquiries will not be accepted. DISCLAIMER: A determination by the Government not to compete this requirement based on responses is solely at the Government s discretion. This notice does not constitute a solicitation.
If a solicitation is issued, it will be announced on SAM.gov.
