Description

Amendment 0003 The purpose of this amendment to is to provide the following response to Industry question: Question 1: Amendment 0002 confirms part number 7155408 and states that 7152800 is obsolete. If the manufacturer’s certificate of conformance, technical data, or test report identifies part 7155408 as “Robtec STS” rather than “Ocean STS,” will that documentation be acceptable provided it clearly identifies part 7155408 and demonstrates compliance with every stated technical requirement?

Answer 1: Yes. The documentation will be acceptable provided it clearly identifies part # 7155408. Question 2: Because the required 3,000-meter continuous length must be newly manufactured, may an offeror submit representative manufacturer-certified test documentation and a written manufacturer commitment with its quotation, followed by the actual production-lot certificate of conformance and certified test report with delivery?

Or must the quotation include certified results for the specific production lot that will be delivered? Answer 2: The offeror may submit representative manufacturer- certified test documentation and a written manufacturer commitment with its quotation followed by the actual production-lot certificate of conformance and certified test report. Question 3: Must proof-load testing cover the entire continuous 3,000-meter length, or is the manufacturer’s standard lot-based or sample-based proof-load testing acceptable?

Please confirm the applicable proof-load or sampling requirement. Answer 3: The Manufacturer’s standard lot-based or sample-based proof-load testing is acceptable. Question 4: For this total small-business set-aside, may an eligible small-business reseller supply the specified Robline product, or must the offered product be manufactured by a qualifying small-business manufacturer?

If a class or individual waiver applies, please identify it. Answer 4: Any eligible small-business reseller may supply the specified Robline product for this total small-business set-aside under the SAT. Amendment 0002 The purpose of this amendment is to extend the respose period for this opportunity and to provide the following responses to Industry questions.

Question 1: The combined synopsis identifies “Robline (Ocean) STS” 8 mm rope as part 7155408. Robline’s published catalog lists 7152800 for the 8 mm Ocean STS (Dyneema) variant and 7155408 for the 8 mm Robtec STS (HMPE) variant; both show 9,430 daN breaking load and about 47 g/m linear density. Answer 1: The required part number is 7155408.

The number listed below (7152800) is an old part number and is now obsolete. Question 2: Please confirm whether the required product is the Robtec STS 7155408 or Ocean STS 7152800, and which product name must appear on the manufacturer CoC and test reports. The notice also specifies elongation no greater than 0.19% at 94.3 kN, which is the stated breaking-strength threshold.

Please confirm the intended test load and method for that elongation figure so we can obtain matching certified data. Answer 2: The specified elongation no greater than 0.19% at 94.3 kN corresponds to the ultimate breaking strength. Elongation is measured at the point of failure during a standard "pull to break" (destructive) test.

The manufacturer's standard destructive testing method (measuring elongation at the ultimate breaking strength threshold) is fully acceptable to the Government. Amendment 0001 The purpose of this amendment to is to provide the following response to Industry question: Question 1: Please confirm the intended elongation test requirement and test load for Robline P/N 7155408. The solicitation states elongation ?0.1% at 94.3 kN, while 94.3 kN is the published average breaking-load value.

Please advise the acceptable manufacturer test method and documentation required for technical acceptability. Answer 1: As indicated in the RFQ, the elongation requirement is ?0.19% at 94.3 kN (not ?0.1% as stated in the question). See basis of award in this RFQ for technical acceptability criteria.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-27-Q-0041.

Quoted Unit Price (Offeror to Fill In) Quoted Extended Price (Offeror to Fill In) Robline (Ocean) STS 8mm diameter rope 7155408 1 spool/ 3000m $ $ This specific brand of rope is essential due to its unique performance characteristics, including high breaking strength, minimal elongation, and low shrinkage values, which are critical for the extreme ocean environments in which the equipment operates.

Utilizing an alternative brand would alter physical tolerances, necessitating a costly and complex system redesign. Furthermore, this specific rope is required for critical engineering and qualification testing of deployment systems, making timely delivery essential to meet scheduled operational requirements.
