Description

This contract covers dedicated scheduled and on-call fuel barge transportation services for Department of War-owned bulk Jet A Aviation Fuel (JAA), Jet Propellant 5 (JP5), and F76 Marine Diesel by tug and barge between all ordered United States ports and points along the Gulf of America, the Lower Mississippi River, and their connecting waterways and tributaries.   1. EXTEND PROPOSAL DUE DATE: Proposal submission deadline is extended to Monday, 16 November 2026 at 5:00 PM Central Time (CT).
  2. PRE-PROPOSAL CONFERENCE: A Virtual Pre-Proposal Conference will be held on Monday, 09 November 2026 from 10:00 AM to 11:00 AM CST via Microsoft Teams.   1. Update the Area of Performance in PWS Exhibit 1 (Appendix A, Loading/Discharging Points) to remove Goldline, Jennings, LA from the Jet A Aviation Fuel (JAA) Loading Ports.
  2. Revise and Streamline Attachment 2 (Contract Documentation Worksheet): Incorporate DFARS 252.204-7025 (Notice of CMMC Level Requirements) as a dedicated item to capture the mandatory SPRS CMMC Unique Identifier (CMMC UID).
  3. Implement Restrictive Data Drop-downs: Incorporate the mandatory Restriction on Use and Disclosure of Data acknowledgment drop-downs at the top of all continuation and response pages across Attachments 2, 4, 5, and 7 in accordance with Section III of the Addendum to FAR 52.212-1.
