Description

The U.S. General Services Administration (GSA), Public Buildings Service, intends to issue a Request for Proposals for a single firm fixed-price construction contract. This procurement is for construction services associated with the new Land Port of Entry in Highgate Springs, Vermont, along the United States–Canada border. The project is being undertaken by GSA to provide modern border infrastructure in support of the operational, security, and facility requirements of the Federal agencies responsible for border inspection and processing.

Project Scope and Location The contract obligates the selected contractor to provide all requisite management, labor, materials, equipment, and transportation for the general construction of the new Land Port of Entry as well as demolition of the existing facility. Location: Highgate Springs, VT at the United States-Canada border. Building Details: The Land Port of Entry, located on the U.S.-Canada border near St. Armand, Quebec and Lake Champlain, operates 24hours a day/7 days a week at the I-89 terminus—the fastest route between Boston and Montreal.

With Canada’s A-35 highway expansion project expected to increase traffic by 30%, adjacent parcels have been acquired for a new, nearly 120,000 gross square foot facility. The project will expand inspection capacity, increasing primary inspection lanes from five to seven, doubling commercial and bus lanes, and adding enclosed secondary garages. Scope elements encompass tearing down existing port structures alongside constructing three distinct facilities: a Commercial Inspection Building, a Main Port Building, and a Firing Range/Training Building.

Execution is scheduled across three sequential phases to ensure ongoing port operations remain active throughout construction. Period of Performance: 41 months (the number of calendar days will be specified in the Request For Proposals) Estimated Construction Cost: $220,000,000 - $250,000,000 Procurement Information NAICS Code: 236220 PSC Code: Y1AA Set Aside: None Anticipated Solicitation Issuance: The solicitation is anticipated to be released on or about November 19, 2026.

Pre-proposal Meeting/Site Visit: GSA will schedule a site visit and meeting; the date and time of this event will be detailed within the solicitation package. All interested firms are strongly encouraged to attend. Solicitation Closing: The closing date for proposals will be at least thirty (30) calendar days subsequent to the issuance of the solicitation package.

The date and time will be identified in the solicitation. Anticipated Award Date: The contract award is anticipated to be made on or about March 15, 2026 Selection Process: The process will adhere to the Federal Acquisition Regulation (FAR) Part 15 source selection procedures. The procurement will be conducted using best-value tradeoff procedures.

All technical evaluation factors, when combined, are significantly more important than price. Electronic Posting: All official information, amendments, and responses to questions regarding this solicitation will be posted electronically at the government point of entry (GPE) website: www.sam.gov Project Labor Agreement (PLA) Requirement This procurement will utilize a PLA Paired-Proposal Procedure.

Each offeror must submit a PLA Price Proposal with a completed Contract Price Form. The PLA must meet RFO FAR 22.502-2(b) and FAR provision 52.222-33 and clause 52.222-34. Offerors may, but are not required to, submit a Non-PLA Price Proposal for the same scope of work.

The two proposals must be identical except for the PLA and its direct effects on cost, schedule, or technical approach. Prior to making a best value determination, GSA will determine whether the price premium for use of a PLA is reasonable. If the price premium is reasonable, the evaluated PLA price will be used in the best value tradeoff.

If the price premium is not reasonable, the non-PLA price will be used in the best value tradeoff. Offerors that do not submit a Project Labor Agreement Price Proposal are ineligible for award. Registration and Submittal Requirements SAM Registration: Interested firms must maintain an active registration in the System for Award Management (SAM).

Registration procedures may be completed at www.sam.gov or by contacting the SAM Service Desk at www.fsd.gov. Firms are required to submit their representations and certifications via the SAM website. Accessing Documents: The solicitation and all associated official information will be exclusively available from www.sam.gov.

Inquiries: All inquiries must be submitted in a written format, via email, addressed to the individuals formally specified in the solicitation. All official answers will be provided in writing and subsequently posted on the aforementioned SAM site via amendment to the solicitation. No other methods of receiving requests will be accepted.

Proposal Reimbursement: Offerors will not be reimbursed for any expenses incurred in the preparation or submission of their proposals. Formal Opening: This procurement is not classified as a sealed bid procedure; consequently, there will be no formal public bid opening. Disclaimer The official solicitation package and technical specifications will be accessible solely on the designated Government Point of Entry, SAM.gov.

The Government assumes no responsibility for information disseminated by any other source. Amendments will be posted to the SAM site for electronic downloading and represent the only authorized method of distribution prior to the closing date. It is incumbent upon the offeror to regularly monitor the website for any and all amendments.

The Government shall not be held liable for any loss of Internet connectivity or an offeror’s resultant inability to access the posted documents. Paper copies will not be provided. Point of contact Contracting Officer: David Mazzolini 312.485.4032 [email protected]
