Description
Notice of intent – sole-source acquisition Notice No.: 75N98027Q00050 The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to award a Firm-Fixed-Price Purchase Order to Micro Photonics, Inc., 1550 Pond Rd Suite110, Allentown PA 18104 for Tier-1 Comprehensive Extended Warranty. The requirement is for ongoing support of NIH’s installed Bruker micro-CT system.
Purchasing service from the contractually authorized provider maintains a defined path for maintenance, repair, and manufacturer coordination for that existing instrument. Description of the Requirement Micro Photonics Inc. provides support of NIH’s procurement of extended warranty and service coverage for the Bruker micro-CT instrument identified above. The basis for this request is Micro Photonics’ exclusive contractual authorization to provide manufacturer-authorized service for the applicable Bruker micro-CT product line in the United States, together with the instrument-specific maintenance and support required to sustain its operation.
Under its sales partner agreement with Bruker, Micro Photonics Inc. is the exclusive authorized service provider in the United States for the Bruker micro-CT systems covered by that agreement, including the NIH instrument identified above. Micro Photonics is therefore the sole authorized source for the extended warranty and service coverage described in the applicable quotation. This authorization includes responsibility for coordinating with Bruker when manufacturer involvement is required.
This exclusivity applies to manufacturer-authorized service of the covered instrument. A third party’s general experience with X-ray equipment, computed tomography, electronics, or mechanical repair does not confer authorization under the Bruker agreement or make that party an equivalent source for the quoted authorized service coverage. Contractor shall provide OEM certified parts for all preventative maintenance and service repairs, except for consumables, at no additional cost to the Government.
Shipping and handling parts under warranty or contract shall not be charged to the Government. Contractor shall provide an OEM service technician to perform all preventive maintenance inspections, service repairs and technical support. Justification for the Proposed Sole-Source Acquisition The Government intends to solicit from a single source pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
For the covered Bruker micro-CT instrument, Micro Photonics Inc. is the only provider authorized under its Bruker sales partner agreement to furnish the manufacturer-authorized extended warranty and service coverage requested. Accordingly, Micro Photonics supports NIH’s procurement of this coverage on a sole-source basis. The justification rests on exclusive contractual service authorization and the integrated instrument-specific support described above.
Response Information This notice is not a request for competitive quotations or proposals. However, interested parties that believe they can meet the Government's requirements may submit a capability statement demonstrating their ability to provide the required preventive maintenance and remedial repair services for the specified instrument and meet all applicable technical and operational requirements.
The Government will review timely submissions to determine whether another responsible source is capable of satisfying the requirement and whether a competitive acquisition is appropriate. The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another responsible source can satisfy the requirement.
Capability statements must be submitted electronically to [email protected] no later than 9:00 a.m. EDT on November 12, 2026. Please reference Notice No. 75N98027Q00050 in the subject line of the submission.
