This requirement is being procured as a sole source to Basler Electric Company, LLC (CAGE: 97520).
Description of Supplies/Services:
Narrows Powerplant has a requirement to purchase Commercial Off-the-Shelf (COTS) components to retrofit existing Basler front-end exciters on main unit generators 1-3. The scope includes furnishing three (3) Basler DECS-2100 Front-end Retrofit Kits, installation supervision, field commissioning, and other items as detailed in the Statement of Work.

(b) For acquisitions valued over the SAT, prepare a written justification and obtain approval of the justification as described in 6.104.
4. Reason for Authority Cited:
The Vicksburg District requires Basler DECS-2100 Front-end Retrofit Kits for the Narrows Powerplant. The specifications in the Statement of Work state these components were selected because they are compatible with the existing Cutler-Hammer exciter system components. Using these specific kits is necessary to retrofit the existing Basler front-end exciters on main unit generators 1-3. This ensures operational integrity and is critical for the successful upgrade of the generator units. The exciter system's reliability is critical. Failure of the exciter controls would force main generator units 1-3 out of service, making them unable to produce electrical power and resulting in a mission-critical failure and lost revenue. There are no viable alternatives. Only engineers licensed and trained through the Basler company are qualified to
