1. INTRODUCTION AND BACKGROUND

1.1 The United States Space Force (USSF) Joint Commercial Operations (JCO) cell integrates commercial space domain awareness (SDA) data, analytics, and services from a global network of commercial providers to deliver unclassified, releasable SDA products to United States Combatant Commands, the National Space Defense Center, and Allied Partner Operations Centers. Operating at the unclassified level, the JCO enables space domain awareness and intelligence sharing at the lowest possible classification while supporting standards-based sharing of commercial capabilities with the U.S. Intelligence Community (IC) and joint and combined warfighting commands at higher classification levels.
1.2 USSF is seeking an innovative commercial solution to establish, operate, and sustain the elements of the JCO commercial SDA enterprise. License terms shall permit release to the United States Government and, when specified, to the North Atlantic Treaty Organization (NATO) and JCO Partner Nations.

Additionally, this Call desires equivalent instances of the repository, delivery, and application services in designated classified environments. License terms shall permit commercial data, analytics, services, and software purchased at the unclassified level to flow to those instances, extending each purchase to the IC and, as authorized, to NATO and JCO Partner Nations.

2. PURPOSE

2.1 This Commercial Solutions Opening (CSO) Call, in accordance with 10 USC 3458, Federal Acquisition Regulation-Overhaul (RFO) 6.101, and R-DFARS 212.70 Defense Commercial Solutions Opening, is a competitive solicitation of proposals focused on technologies to meet ACC/A2’s and the AF IC’s mission. The Government seeks the best approaches to meet the objectives described herein. 2.2 "Innovative" means any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of that date. 2.3 The Government anticipates a single award under this CSO for an integrated solution encompassing all topic areas and capabilities described in Attachment 6.
