SUBJECT: Request for Whitepapers for Membership in the AEDC Velocity Alliance – Amend 3

1.0 Introduction and Purpose

The Department of the Air Force, through the Air Force Test Center (AFTC) and Arnold Engineering Development Complex (AEDC), announces the establishment of the AEDC Velocity Alliance. "The Government is issuing this Request for Whitepapers to solicit membership for the establishment of the AEDC Velocity Alliance. To rapidly address critical infrastructure and execution gaps, this strategic consortium-based initiative is being established under a dual-authority framework. While the foundational structure of the Alliance is executed under the authority of 10 U.S.C. § 4022, Authority of the Department of Defense to carry out certain prototype projects, the Government intends to intertwine and utilize the authority of 10 U.S.C. § 2808a, Facility construction or repair: transactions other than contracts and grants. This combined approach allows the Government to leverage both prototype innovation and streamlined facility construction/repair authorities to modernize the test infrastructure required to support national security capabilities." The primary purpose of the AEDC Velocity Alliance is to create a streamlined and agile industrial partnership to accelerate the sustainment, restoration, and modernization of critical test infrastructure. This effort is essential to support the development and validation of next-generation national defense systems. The Government's primary intent is to compete projects deemed necessary under this initiative exclusively among Alliance members. However, as will be detailed in the governing Base Articles, the Government reserves the right, at its sole discretion, to utilize alternative acquisition strategies, including competing projects on the open market, when determined to be in its best interest. This Request for Whitepapers represents an opportunity for vendors with relevant expertise to demonstrate their capabilities and be considered for inclusion in this foundational enterprise. Performance locations for projects awarded through the Alliance may include, but are not limited to, the following Air Force Test Center sites:
• Arnold Air Force Base, Tennessee
