This amendment revises the BAA under the following section: Full Text Announcement
1. CHANGE OF page 13, Section IV.3 Second Step (Proposal) Instructions: This paragraph is hereby changed as follows:

a. General Instructions:
(1) The SECOND STEP consists of offerors submitting a technical and cost proposal. Upon notification from the Government of interest in the submitted white paper, the offeror should submit a technical and cost proposal within 60 working days of the proposal request. After receipt, proposals will be reviewed in accordance with the award criteria in Section V. below. Proposals will be categorized and subsequently selected for negotiations.
