AMENDMENT 1
The purpose of this modification is to revise the number of anticipated award up to five (5), extend the due date for quotes and provide clarifications. The Due Date for quotes is updated to November 2, 2026 at 1:00 pm EDT Level of Effort. The SOW (Level of Effort) estimates a minimum of 20 and a maximum of 50 hours annually. The combined synopsis/solicitation and Attachment 4 reference 50 FFP hours per year plus an optional up to 50 additional hours. Please confirm that quoters should price 50 FFP hours plus 50 optional hours per period as reflected in Attachment 4. The submitted pricing should reflect 50 hr/per year FFP, and an up to additional 50 hr/per year. Attachment 4 – Price Template. In row 14 (Optional Up to Additional Hours), the formula is =B13*50 (and likewise in columns D, F and H). Since row 13 is labeled "FFP (50 Hours)," this appears to multiply the 50-hour total by 50. Please clarify whether quoters should enter the fully burdened hourly rate in row 13, or the 50-hour FFP total, and whether a corrected template will be issued. The pricing template has been updated.
Period of Performance. The SOW states a base period of approximately November 1, 2026 through October 31, 2027, while the solicitation states November 5, 2026 through November 4, 2027. Please confirm the governing dates, including the date by which proposed Key Personnel must be employed by the Quoter. Estimated Period of Performance. Estimated POP:
Base Period: November 6, 2026 – November 5, 2025
Option Period 1: November 6, 2027 – November 5, 2028
Option Period 2: November 6, 2029 – November 5, 2029
The Key Personnel should be available on the first day of the period of performance. 4. Key Personnel Employment Status. The solicitation requires proposed Key Personnel to be employed by the Quoter no later than the start of the period of performance, while Attachment 4 references the number of consultants proposed. Please confirm whether Key Personnel must be W-2 employees of the Quoter, or whether a consultant engaged under a written agreement with the Quoter would satisfy this requirement. The Key Personnel does not have to be a W-2 employee. This is a small business set aside and 50% of the work must be completed by a small business entity(ies). The Key Personnel should be available on the first day of the period of performance. Government Equipment and Data Handling. The SOW states the Contractor must not store, process, or transmit project-related data on non-Government equipment, and also lists security requirements for contractor-furnished computers. Please clarify whether the Government will provide equipment or system access (e.g., NIH-furnished laptop or virtual access) for handling HEAL project data.
