Performance Work Statement (PWS): 23SEP26
Holistic Health and Fitness (H2F) System – OCONUS Athletic Trainer (AT) Support Services for USAREUR

1.0 GENERAL INFORMATION

1.1. Title: Holistic Health and Fitness (H2F) System – Athletic Trainer (AT) Support Services. 1.2. Background: The United States Army is operationalizing the Holistic Health and Fitness (H2F) System as its premier enterprise investment in Soldier readiness, lethality, and physical and non-physical performance optimization. The overarching goal of the H2F System is to empower and equip Soldiers to take charge of their health, fitness, and well-being, while simultaneously mitigating injury risk, reducing medical attrition, expediting rehabilitation and reconditioning, and optimizing the operational effectiveness of the Total Army. Soldiers routinely perform physically demanding, repetitive warrior tasks and battle drills (such as prolonged foot marching, rifle marksmanship, physical readiness training, obstacle courses, and tactical maneuvers), which frequently result in acute and overuse musculoskeletal injuries (MSKIs) including sprains, strains, tendonitis, and stress fractures. The H2F operating concept embeds multidisciplinary human performance assets directly into military units at the brigade and below echelons. Embedding Athletic Trainers (ATs) within the training environment—rather than confining care to traditional Military Treatment Facilities (MTFs) or distant clinical settings—enables early identification of MSK injuries, delivers forward-deployed MSK triage and care, enhances physical resiliency, and significantly reduces lost duty and training time. 1.3. Type of Contract & Personal Services:
1.3.1. Contract Type: Firm-Fixed-Price (FFP).
1.3.2. Personal Services Authorization: This is a personal services contract for OCONUS locations. Services provided by ATs are personal and intended to create an employer-employee relationship between the Government and the individual contract ATs only to the extent necessary to deliver the direct healthcare and forward musculoskeletal services required under this contract. The performance of healthcare services by individual contract ATs is subject to day-to-day supervision (direct, line of sight, virtual, or telephonic) by Government healthcare facility personnel comparable to that exercised over military and civil service healthcare professionals engaged in similar care. This contract does not create an employer-employee relationship between the Government and any corporation, partnership, or business entity with which the contract ATs are associated. The statutory authority for personal services under this contract is 10 United States Code (U.S.C.) § 1091 and Secretary of Defense (SECDEF) Approval Memorandum, Request Delegation of Authority to Execute Personal Services Contracts for the U.S. Army Holistic Health and Fitness System, dated 15 September 2025.
