Performance Work Statement (PWS)
Project Title: CATHODIC PROTECTION SURVEY/INVENTORY/ASSESSMENT SERVICE CONTRACT
(UFM 3-570-06, Chapter 3 Compliance)
Location: [Insert DoW Installation / Base Name]
Date: 21 Sep 26
1.0 Background & Objective
The Department of War (DoW) installation at [Insert Base Name] utilizes various Cathodic Protection (CP) systems—both Impressed Current (ICCP) and Galvanic (Sacrificial)—to prevent the corrosion of critical underground and submerged metallic infrastructure (e.g., fuel lines, water tanks, distribution piping).
The objective of this contract is to procure certified NACE/AMPP corrosion technical services to execute the rigorous schedule of inventory, surveys, assessments, and recordkeeping mandated by UFM 3-570-06, Chapter 3 (Operation and Maintenance). 2.0 Scope of Work & Specific Tasks
The Contractor shall provide all labor, certified personnel, calibrated equipment, and materials necessary to perform the scheduled tasks outlined below. All frequencies and procedures must strictly adhere to UFM 3-570-06.
Task 1: GACP Test Measurements (Ref: UFM 3-570-06, Table 3-1) • Action: Annotate the soil condition, and perform Potential Measurement at Each Test Station.
• Requirements, Locate reference electrode and take:
• One S/E potential measurement with the reference electrode placed directly over/adjacent to the protected structure at the location(s) nearest the anode(s) • One S/E potential measurement with the reference electrode placed directly over/adjacent to the protected structure midway between anode(s) • One anode-to-electrolyte potential measurement with the reference electrode placed directly over/adjacent to the anode with the anode lead disconnected • Anode-to-structure current using (in order of preference): 1) a clamp-on milliammeter, 2) a multimeter measuring millivolts across a calibrated shunt, or 3) a multimeter connected in series measuring milliamperes Task 2: ICCP Rectifier Operational Inspection (Ref: UFM 3-570-06, Table 3-1) • Action: Perform operational inspections on all base rectifiers and impressed current power sources.
• Requirements:
• Record DC voltage and DC current output.
• Verify tap settings and operational status of fuses, diodes, and lightning arrestors. • Perform a visual inspection of the rectifier cabinet, noting any physical damage, pest intrusion, or vegetation overgrowth (per Table 3-2 maintenance criteria).
Task 3: Pipeline Potential Measurements (Ref: UFM 3-570-06, Table 3-2)
