Statement of Work
For
Transfusion Services
20 October 2026
I.
Background:
The 88th Medical Group Transfusion Services requires blood components and references lab transfusion testing services. The supplier shall provide blood products and reference blood transfusion services (testing) to support the blood supply in case of emergency situations and inpatient and outpatient care at the WPAFB Medical Center when requested for a period of 5 years at the prices in the approved price list.
II.
Minimum Technical Requirements:
The supplier shall provide blood products and reference transfusion testing that are time dependent with immediate response and expedience to treat critical patients. The supplier must operate 24/7 as the 88th Medical Group (MDG) is a 24/7 operation; this service must be available 24 hours a day, 7 days a week, including holidays and weekends. The supplier shall provide rapid shipment of blood products when the 88 MDG Transfusion Services in-house inventory is in need to support critical patients. The one-hour turnaround time for testing is a mission-critical requirement. The blood supplier shall deliver routine blood products ordered on a STAT basis within one (1) hour of the blood supplier’s receipt of the Wright-Patterson request. The one-hour clock begins upon receipt of an emergent request for blood products. The required completion point is delivery to the Transfusion Services department. The supplier must fulfill our request with the ordered product with appropriate compatible blood type, applicable testing, and requested quantities. Any unforeseen delays are understandable; however, the ultimate goal is for the delivering agency to aim for the <1 hour delivery time. An appropriate transmittal list is required with each delivery. If emergent requests are unable to be consistently met, it could mean critical failure for our hospital's life-saving capabilities.
The supplier shall have 24/7 reference laboratory testing capabilities for patients anticipating transfusions or medical treatment. The supplier must be licensed by the Food & Drug Administration (FDA) and follow American Association of Blood Bank (AABB) standards. The supplier must notify the 88th MDG Transfusion Services of all unexpected/abnormal tests from blood products supplied by them. The supplier shall provide look-back notifications to the 88th MDG as required by 21 CFR 610.48 (b)(3): (a) within three (3) calendar days if blood collected from a donor who tested
