Added a paragraph for Deliverable File Formats. This

Deleted the requirement for Request For Nomenclature to be delivered in Adobe format.
Expanded Type 1 Training course material to include theory of operation and instruction on how to operate the system, consistent with the language from an old Wright Patterson Sniper contract.
