BACKGROUND AND SCOPE

1.1 Background. The U.S. Army Transportation Command (ARTRANS), headquartered at Scott AFB, IL is an operational-level Army force designated by the Secretary of the Army (SECARMY) as the Army Service Component Command (ASCC) of the United States Transportation Command (USTRANSCOM) and a major subordinate command of Army Material Command (AMC). ARTRANS is responsible for providing coordination worldwide for origin to destination surface traffic management support; coordinates surface and multimodal transportation contracted functions for all Department of War (DoW), and other U.S. Government (USG) entities, as authorized, and designated multinational and interagency elements.
1.2 Scope of Service. Provide Stevedoring and Related Terminal Services (S&RTS) handling the import and export of designated USG cargo throughout the Kingdom of Bahrain. Primary performance locations include Mina Salman Port, Khalifa Bin Salman Port, ASRY Dry Dock, Naval Support Activity (NSA1), Mina Salman Naval Base (NSA2), Shaikh Isa Air Base, Aviation Unit (NSA3), Riffa Air Base and any other designated locations within Kingdom of Bahrain. The contractor shall complete all tasks as outlined in the PWS. The USG will compensate the Contractor for the performance of all contract requirements at the applicable commodity rates specified in the designated Schedule of Rates (SOR).

1.2.1 S&RTS services will cover the full spectrum of managing USG cargo (e.g. containers, vehicles, breakbulk, and rotary or fixed wing aircraft) transiting through the specified port(s) in this contract. Operational tasks shall include but are not limited to stevedoring and
