This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 127EAY27Q0006 is issued as a Request for Quotation (RFQ) for Removal, Repair, and Reinstallation of Winco PSS30F4-03 Generator for the Six Rivers National Forest, Orleans Ranger District located at Ti-Bar Fire Station, 423 Ti Bar Road, Somes Bar, CA 95568. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 811310 Commercial & Industries Machinery & Equipment (Except Auto & Electronic) Repair & Maintenance The small business size standard is $12.5 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
Statement of Requirement

1. Background

The Ti-Bar Fire Station utilizes a Winco PSS30F4-03 liquid-propane (LP) standby generator rated at 30kw to support operational continuity. The generator has experienced recurring shutdown events that require full removal, off-site evaluation, authorized repair, and reinstallation. The Scope of Work outlines the contractor responsivities, performance expectations, and deliverables required to restore the generator to reliable service in accordance with U.S. Forest Service standards and applicable regulations.

2. Purpose and Objectives

The objective of this project is to return the Winco PSS30F4-03 generator to dependable operating condition. This includes:
• Safe removal and transport
• Comprehensive diagnostic evaluation
• Original Equipment Manufacturer (OEM) quality repairs • Functional and load testing
• Reinstallation and verification of proper automatic transfer switch (ATS) operation

3. Contractor Responsibilities

3.1 Pre-Work Verification

The Contractor shall:
• Confirm the generator make, model (Winco PSS30F4-03), Serial number, 30Kw rating, and LP fuel configuration.
• Document found conditions, including electrical connections, LP fuel lines, grounding, and control wiring.
• Submit a Pre-Work Confirmation Memorandum to the Contracting Officer (CO) prior to mobilization.
